<br />1 3-5 'i <br /> <br />Extract of Minutes of Meeting <br />of city Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was duly <br />held at the City Hall in said City on Monday, the 14th day of <br /> <br />June, 1982, at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Curley, Franke, Kehr and Johnson; and the following <br /> <br />were absent: None. <br /> <br />Also present were James F. Andre, City Manager: Roger <br /> <br />Jensen of Peterson, Bell & Converse, City Attorneys: Charles V. <br /> <br />Honchell, City Public Works Director; and Peter S. Popovich of <br /> <br />Peterson, Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />MAYOR DEMOS: The first hearing is on Improvement No. <br />P-82-7, street reconstruction of Millwood Avenue from Hamline <br />Avenue to Pascal Street. <br /> <br />. <br /> <br />MR. ANDRE: We have the Certificate of Mailing and Affi- <br />davit of Publication on file. ~ <br /> <br />MR. HONCHELL: This project is the result of a petition <br />that came in from the property owners along Millwood from Hamline <br />Avenue over to Pascal Street - a three block project. The peti- <br />tion was signed by-ten out of the twelve single-family property <br />owners. You will note that in the extreme northeastern portion <br />of the street is Independent School District No. 621 and it's <br />been their practice not to sign petitions in favor of any im- <br />provement. When they're included, that brought the overall <br />petition percentage to 60%. <br /> <br />The project petitioned for would be for the reconstruction <br />of the street to a standard seven ton roadway design. I'll go <br />into a little more detail on that in just a moment. The <br />existing street is fairly flat. Storm drainage was put in last <br />year as part of the overall storm improvement area around Lydia <br />Avenue. They came from Hamline Avenue. In that section where <br />the road was torn up and storm sewers built, there was new <br />pavement put down and, of course, that's in fairly decent shape. <br />The remainder of the street is in fair to poor condition, with <br />
