Each notice shall state the date, time and place of the meeting, the general nature of each of the improvements, the areas proposed to be assessed, the total cost of the improvements, that the proposed assessment rolls are on file with the Manager, and that written or oral objections thereto by any property owner will be considered. The notices shall be published in the official newspaper of the City at least once, and shall be mailed to the owners of each parcel described in the assessment rolls, not less than two weeks prior to the date of said meeting. For the purpose of such mailed notices, owners of said parcels shall be those shown as such on the records of the County Treasurer. Every property owner whose name does not appear on such records (other than owners of property which is tax exempt or is taxed on a gross earnings basis) shall be deemed to nave waived such mailed notice unless he has requested in writing that the County Treasurer include his name on the records for this purpose. The'motion for the adoption of the foregoing resolution was duly seconded by Councilman Kehr and upon vote being taken thereon, the following voted in favor thereof: All; and the following voted against the same: None; whereupon said resolu- tion was declared duly passed and adopted.
