1JSZ

Extract of Minutes of Meeting
of City Council
City of Roseville
Ramsey County, Minnesota

August 9, 1982

Pursuant to due call and notice thereof, a regular meeting

of the City Council of the City of Roseville, Ramsey County,

Minnesota, was held in the City Hall in said City on Monday, the

9th day of August, 1982, at 7:30 o'clock p.m.

The following members were present: Mayor Demos and

Councilmen Curley, Kehr, Franke and Johnson; and the following

were absent: None.

Also present were James F. Andre, City Manager; Charles V.

Honchell, City Public Works Director; Robert Bell of Peterson,

Bell & Converse, City Attorney; and Peter S. Popovich of

Peterson, Popovich, Knutson & Flynn, City Bond Consultant.

MAYOR DEMOS: We have two public hearings this evening -
P-82-l7, Fulham Street paving, and ST-82-l8, storm drainage near
Fulham Street. We will begin with P-82-l7.

MR. ANDRE: We have the Affidavit of Publication and
Certificate of Mailing on file. .

MR. HONCHELL: This project was initiated by a petition by
the adjoining property owners earlier this year and was signed
by 47% of the frontage representing the signatures. The pro-
posal is to reconstruct the existing three-ton bituminous road-
way of Fulham from 'Highway 36 on the south to Terminal Road on
the north. The existing road, as I said, is a three-ton road-
way. It's been marked that way for numerous years. It has a
little bit of a varying width - all less than 30 feet at the
current time. On the extreme southwestern portion is an area
that the City has control over for ponding. Four parcels are
used as single-family residences, one of which is zoned B-4,
and some open land adjacent to the lower ponding area that
still has to be developed. On the east side - again starting
on 36 - is the large parcel recently acquired by Hoffmann
Electric and is being developed as an office space. This that
is shown as a single-family home is gone. North of that is a
series of warehouse complexes.
