MR. JEFF ZAPPA, 2369 Fulham Street: when we were at a
meeting earlier when they mentioned the one house where Gloria
Thayer lives, they mentioned that it was to be considered resi-
dential until the time it was bought and then it would actually
be reverted to B-4.

MR. ANDRE: Excuse me - where was that said?

MR. ZAPPA: When they made the original change to rezone
the whole thing to B-4.

MR. ANDRE: Technically I don't know if that is correct.

COUNCILMAN KERR: Are you for or against the project?

MR. ZAPPA: I am against it.

MAYOR DEMOS: Any other statements?

LOIS ZAPPA, 2369 Fulham Street: I realize that the City
wants us out of there, that we're not producing enough tax
income - we realize that - but we don't want to be penalized for
having to leave the area. We do like the area as it is. In
building a large road through there - my view out my front
window is right now nice trees and if those trees are taken
I'll be looking into the industrial area. I don't think the
value of my property will go up enough to take up the cost of
that assessment.

MAYOR DEMOS: Anyone else?

MR. JEFF ZAPPA, 2369 Fulham Street: Who is the 47%?

MR. HONCHELL: The petition was signed by the property
onwers at the southern end of the project - from where the
industrial building is on the we~t side, southerly, and the
Hoffmann property approximately halfway up from Highway 36.

MR. ZAPPA: Were there any comments from Murphy on that?

MR. HONCHELL: I don't know. I would have to look. I
don't know if there' were any comments - I don't think they
signed the petition.

MAYOR DEMOS: It was our intention, originally, that any
improvement in this area would be borne by the tax increment
financing if it was passed for the area. They're still putting
together the figures for that and it would certainly be my
hope - are we close enough to getting those figures . .

MR. ANDRE: We'll be scheduling a meeting shortly with
the Council and giving them a report. We'll have to look at
the figures in terms of the individual project and it could
be a combination of assessments and tax increment or it could

4
