property nearest Terminal on the west side of the street. The
remaining parcels are zoned business or industrial and would
typically have the full assessment applied to them

MR. POPOVICH: Mayor and members of the Council, the esti-
mated cost of this project is $155,000.00. The business and
industrial footage is 985 feet and the R-l footage is 410 feet.
By taking the estimated cost and determining 100% against the
business and industrial, that would come out to $111.11 per foot,
which would raise approximately $109,335.00. The residential
portion of 410 feet, at the 25% front foot cost, would come out
to roughly $28.00, and that would raise $11,588.00, for a total
of $120,923.00 to be raised by assessments. The difference
between that and the $155,000.00 would be picked up as the
City's share on general taxes or by the tax increment bonds or
project that is later being considered.

We would recommend that the assessments be spread over a
period not to exceed 15 years at the maximum interest rate pro-
vided at that time and, of course, the exact cost would be
known at the time of the assessment hearing.

MR. ANDRE: There are no written communications.

MAYOR DEMOS: I will open this hearing to the public and
ask that each person come to the microphone, give his or her
name and the address of the property to which you are referring.

MR. CLIFFORD LUND, 2241 North Milton: I represent Roberts
Construction. We own the property - the industrial property
facing Terminal Road on the east side of Fulham, which is
approximately 487 feet of frontage along Fulham. Based on what
Mr. Popovich has said, we're faced with a $50,000 assessment
for something we don't need. We wish to oppose it. (Mr. Lund
also presented a letter to this effect to the Council.)

MAYOR DEMOS: Anyone else?

GLORIA THAYER, 2351 Fulham Street: I am B-4 - the one
house on the street that's zoned B-4 - and I guess at this
point 11m opposed until at some time when I know, or have some
idea of what it's going to cost me. I don't particularly care
for a finished road over there. I like it, it's a country
atmosphere, and I've enjoyed it for 20 some years and I still
like it. They can have it on the other side of the street
where Hoffmann Electric is coming in. They can finish it in
their area. They have done it the same way with (inaudible).
It's been quite satisfactory. When they talk in terms - I
missed the last meeting when the rezoning was done - and they
said that at some point in time we will all have to move, but
the property has not been bought at this time and we are still
residents there. If the petition - and I don't know if this is
out of order or not - but if it should be approved, then I will
have to make a petition that mine is residential because it's
being used as residential. It is not a business. Thank you.

3
