I'm trying to put the <br />onus on them to make them understand their responsibility. <br /> <br />COUNCILMAN CURLEY: Does this tax increment - your studies <br />to this point - does it look feasible or does it look impossible? <br /> <br />MR. ANDRE: It looks favorable. <br /> <br />COUNCILMAN CURLEY: I want to be on record as favoring the <br />tax increment part of this whole development. I think that's <br />one of the reasons I went along . <br /> <br />MAYOR DEMOS: I think we all did. I think we all took it <br />for granted that when that was changed - that the tax increment <br />financing would be bearing the bulk of the improvement costs, <br />if not all. <br /> <br />COUNCILMAN FRANKE: Certainly the City wants this improve- <br />ment because we want that area to be developed and a year from <br />now when those assessments corne pp - and if these people <br />(inaudible) - I, for one, will not be hard to convince that <br />they should have their assessment reduced, certainly on a house <br />where one person is assessed on a B-4 rate and right next door <br />somebody else is being assessed at an R-l rate. <br /> <br />COUNCILMAN CURLEY: I think the same is true with any <br />business. (Inaudible). <br /> <br />LOIS ZAPPA, 2369 Fulham Street: When you're talking about <br />putting the road in - what is the time frame of that? <br /> <br />MAYOR DEMOS: I can't tell you when the road is going in <br /> <br />MR. HONCHELL: perhaps I can answer that. As we indicated, <br />there's another project to follow right after this one, serving' <br />the same area - it's for storm drainage. As far as the antici- <br />pated timetable - the storm drainage portion would be constructed <br />yet this year, but the paving portion wouldn't occur until next <br />year, although they may very well be coupled into one contract <br />and be done in two phases - some of the reason being that you <br />people can look down the block a few hundred feet and you can <br />see a lot of construction going on today. We don't want to have <br />your brand new street torn up by that construction either. We <br />would like to see that occur, get that construction out of the <br />way, and then corne in with the roadway so it will be in as good <br />shape as possible for as long as possible. <br /> <br />COUNCILMAN KEHR: So in other words, what you're saying <br />Mr. Honchell, is that the assessment hearings on the street <br />would not occur until 1984.
