MR. HONCHELL: I anticipate that the project would be able
to progress rapidly enough in 1983 that it would be at the
assessment stage probably by August of 1983.

MR. ANDRE: That may not mean it will be completed, but
sufficiently far enough along to hold the assessment hearing.

COUNCILMAN FRANKE: One of the individuals asked about
trees on this project. Have you made any determination as to
how many trees she's not going to get to look at anymore?

MR. HONCHELL: As many as ten trees. I believe that's the
number we have. Once you go to construction, of course, you
have to kind of take them as they come and deal with each tree
as you encounter it. There are a number of trees across the
street, directly beside the existing pavement, that would have
to be removed as part of the construction. As I indicated in
my presentation, fortunately there is a number of smaller
trees there, behind them on the slope, that would be able to
remain and provide screening to the industrial area.

MR. JEFF ZAPPA, 2369 Fulham Street: Can you tell us how
mucn of our current front yards will disappear?

MR. HONCHELL: I guess it depends on how you define "front
yard". If you talk about how much area is green out beside
the pavement and is going to disappear - it's probably around
five feet. If you talk about how much of your front yard that
you own, it will be none. There's 66 feet of right-of-way
along that roadway and we don't anticipate having to take any
permanent easements on the project.

MR. ZAPPA: Is it possible to discuss and finalize whether
or not this would be increment financing or whatever for the
project?

MR. ANDRE: I guess if we want to get the contract under
way and the project moving yet this fall, I think that we
would have to start almost immediately. I guess what we're
anticipating as far as tax increment is corning to a conclusion
within tne next 30 days. Unless something unforeseen comes up
in the numbers of ,that proposal, I would expect that the
Council would be able to act on it within tne next two or
three months.

COUNCI~~ FRANKE: (Inaudible) tax increment will take
in the part that is R-l. We're not just talking about tax
increment for that B-4 zoning.

MR. ANDRE: No, the tax increment includes a larger area.

COUNCILMAN FRANKE:

(Inaudible) .

MR. POPOVICH: Mayor and members of the Council, I have
reviewed the plan that Dahlgren has prepared on the tax increment

8
