<br />RESOLUTION 7428 <br /> <br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY <br />OF ROSEVILLE, MINNESOTA <br /> <br />HELD: September 13, 1982 <br /> <br />Pursuant to due call and notice thereof, a Regular Meeting of the City <br />Council of the City of Roseville, Ramsey County, Minnesota, was duly held at <br />7:30 o'clock p.m. <br /> <br />The following members of the Council were present: Kehr, Johnson, Curley, <br />Franke, and Demos. <br /> <br />and the following were absent: None. <br /> <br />Member Curley introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION ON THE PROPOSAL TO FORM A <br />DEVELOPMENT DISTRICT, TAX INCREMENT FINANCING <br />DISTRICTS WITHIN THE DEVELOPMENT DISTRICT <br />AND ADOPT DEVELOPMENT PROGRAM <br />AND TAX INCREMENT FINANCING PLAN AND CALLING <br />FOR CONSULTATION WITH OTHER AFFECTED <br />JURISDICTIONS AND PUBLIC HEARING <br /> <br />WHEREAS: <br /> <br />A. A proposal to form a development district and two tax increment financing <br />districts within the proposed development district under the provisions of Minnesota <br />Statutes, Sections 273.71 to 273.78 and Chapter 472A (collectively the "Act") and to <br />adopt a development program and tax increment financing plan therefor was heretofore <br />referred to the Planning Commission for review and comment; <br /> <br />B. The City Planning Commission has filed its report on said proposal with the <br />City Counci 1; <br /> <br />Co The Act requires that prior to formation of a development district and tax <br />increment financing district the City Council shall provide a reasonable opportunity <br />to members of the County Board of Commissioners of the County of Ramsey and the <br />members of the School Board of Independent School District Nos. 621 and 623 to meet <br />with the City Council, and that the City Council shall fully inform the members of <br />the County Board and School Boards of the fiscal and economic implications of the <br />proposed development district; <br /> <br />D. The Act further requires that prior to the formation of a development <br />district, a tax increment financing district and adoption of a tax increment <br />financing plan, a public hearing shall be held thereon; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Roseville <br />as follows: <br /> <br />1. The proposal heretofore referred to the Planning Commission to form a <br />development district and two tax increment financing districts within the City of <br />Roseville, and to adopt a development program and tax increment financing plan therefor <br />
