The <br />Popular Annual Financial Re- <br />port (PAFR) is an unaudited <br />report that summarizes the <br />most significant data from the <br />2016 CAFR, and is consistent <br />with Generally Accepted Ac- <br />counting Principles. The re- <br />port reflects the net tax cost <br />by service expenditure, devel- <br />oped by crediting related reve- <br />nues against appropriate ex- <br />penditures and allocating local <br />taxes against the remaining <br />balance. <br />For a complete review of the <br />City’s financial position for <br />2016, consult the 2016 CAFR <br />available on the City’s website <br />at www.cityofardenhills.org, <br />or from the Finance Depart- <br />ment at 651.792.7800. <br />Pavement Management Plan <br />The City has a program for maintaining the life <br />of Arden Hills’ streets. The Pavement Man- <br />agement Program (PMP) identifies, invento- <br />ries, and tracks street conditions to ensure that <br />maintenance is done at the appropriate time. <br />The results are prolonged pavement life and <br />reduced costs to property owners. The PMP <br />was initiated to ensure a maintenance program <br />for Arden Hills’ aging streets. The most re- <br />cent 2015 PMP area included: the Grant No- <br />ble and Venus Crystal areas. <br />Revenues (Assessment, State Aid & Interest) <br />— $2,947,175 <br />Expenses — $4,739,220 <br />Public Safety Projects <br />This fund accounts for the City’s share of capi- <br />tal equipment costs for police and fire. <br />Revenues (Donations & Interest) — $25,691 <br />Expenses — $47,880 <br />These funds consist of utility <br />services provided to the com- <br />munity by the City such as <br />water, sewer, surface water and <br />recycling. A comprehensive <br />rate study was completed in <br />2008.
