<br />229 <br /> <br />MINUTES OF BEGULAR MEETING <br />COUNCIL OF THE VILLAGE OF ARDEN HILLS <br />MandaT. April :!l. 1956 <br /> <br />The mepting was called to order at 8:00 P.M. by Mayor Ashbach. <br /> <br />Roll Call: All Council membprs and Village Attorney present. <br /> <br />The minutes of the March 26 rpgu.lar mepting and the March 23 special meeting of <br />the Council were r..ad by Cl..rk and approved by Council. <br /> <br />. <br /> <br />Dr. Sekhon. Health Officer for Arden Hills repllrted that he had requested that the <br />~arbage piles be cleaned up at the Richardson residence at 1144 Edgewater. <br />As Health Officer Dr. Sekhon recommneded the following items for Council attention: <br />1. A stricter dog ordinance than that now in effect in Village. <br />2. A check up of possible cesspool drainage into l8.k..s and beaches in the <br />village. <br />3. A possible ordinance eliminating outhouses in the village. <br />A new examination for po1ution will be taken on Lake Johanna and Lake Josephine by <br />the State Board of Health. ' <br />Mr. McClung is to make a survey of the outhouse situation. <br />Mr. Courtney. Village Attorney. presllllted an ammendment to th.. prpsent dog ordinanc... <br />A group of village residents present at the me..ting favored a more strict ordinance <br />than that now in effect. <br />After Council discussion, Stromquist moved and Delange seconded the motion that we <br />consider this the tirst reading of the ammendment to the present dog ordinance, and <br />that the ammendment be t'eferred to the Public Wety Committ..e for further study and <br />recommendations in regard to lee sing and enforcement of the ordinance. Ashbach. <br />DeLange, McClung. Stromquist in favor. Hoyt opposed. Motion passed. <br />The Council set the May 28 Council mepting as a h..aring for the dog problem and Clerk <br />is to publish notiCe in the Rose Tribun... <br /> <br />Mr. Barke stat..d to Council tha.t the refus.. at the De,ley dog kennel is now being burn..d <br />inside the house, so odor from burning is still off..nsive. Dr. Sekhon was requ..sted <br />to investigate and r..prot be,ck to Council. <br /> <br />In r..sponse to a requ..st from Mr. Stecker in regard to issuance of liquor licenses <br />in the village, Mr. Courtney, Village Attorney r..pD6tpd that a s~cial elpction may <br />be held upon petition from ten legal votprs in thp village, or upon action from the <br />Village Council. If Council starts the action. then they must proceed accordingly with <br />the results of the election. <br /> <br />Mr. :BourdeaU% requested consideration of rezoning of his land npar HighwlVl8 from <br />Residential to CommerciM. He was requested to write to Village Clerk to request <br />the desired rezoning. <br /> <br />. <br /> <br />Mr.. Cliff stienkraus , Chairman of the recreation committe'tfor Round Lake Improv.... <br />ment Assoc. requested the village to act as sponsor to a r!'cr~ation program to be <br />provide by the association, with no cost or work for the Village. Mr. Courntye. <br />Village Attorney stat..d that the village could legally sponsor such a program on <br />public or prdlvate property. After Council discussion, Hoyt moved and DeLange <br />seconded the motion that Counc11 indicate to Mrs. Stienkraus that if and when such <br />a program is organized. the Council will act as sponsor. Motion passed. <br /> <br />Mrs. Leo. Sabine, representing the Le~.. of Women Voters of Arden Hills suggested <br />voters' registration and stated that the League is willing to cooperatel in any way <br />pOSSible to accomplish this if the Council desire:sit. The Council feU the registration <br />would be a good thing for the village. Mayor Ashbach Sllggested that the Le8gl1e <br />look into the ordinance regulating the registration. <br />
