<br />MINUTES OF 'SPECIAL MEETING <br />COUNCIL OF THE VILIAGE OF ARDEN HILLS <br />Thursday, March 5, 1959 <br /> <br />PUBLIC HEARING ON ADVISABILITY OF VACATING PORTION OF ALLEY LYING BETWEEN <br />LOTS 1'7 AND 18, block I, ARDEN HILlS. <br /> <br />The meeting was called to order at 8110 P.M. by Mayor Ashbach. <br />Roll Call. Present; AShbach, Winfrey, Crepeau, Kennedy, Stromquist. <br />Attorney Courtney and Engineer Carley also present. <br />. Absent; None <br /> <br />Mayor Ashbach informed residents that hearing is held for purpose of <br />consideration of entire Ridgewood Court matter, including advisability <br />of alley vacation, proposed #ootpath through plat, what to do about present <br />alley and turn around. Mayor Ashbach asked first to hear from petitioners <br />for vacation of alley. Mr. Gardener and Mr. Leonard, his Attorney stated <br />that they wished to urge that the petition for vacation of alley between <br />Lots 17 and 18, Block 1 Arden Hills be passed by Council. <br /> <br />Mr. Tom Conlin, Attorney representing Mr. & Mrs. Tissel, Kaehn, Martel, <br />Kelsey, Klass and leVander, objectors to petition. spoke in opposition to <br />the proposed vacation of alley. Mr. Conlin reviewed his prepared brief <br />(As attached). Mr. Conling stated he hoped Council could come up with a <br />satisfactory. solution for all residents conoered and stated that the <br />solutions presented by Council to date are unsatiffactory to objectors. <br />Mr. Conling then requested individual objectors to speak on the matter~ <br />Mrs. Arthur Tissel stated that bank representatives had informed her that <br />if present alley extension is vacated, her property values in plat might <br />be devaluated 2% to 3%, but that her chief concern is the difficulty or <br />impossibility of emergency vehicles to get on and off the present alley <br />and turn around. <br /> <br />Mr. Paul Klass stated he had purchased his home after looking at approved <br />plat of Arden Hills and he felt , at time of purchase of home that alley <br />would eventually be built as shOWn on plat. He stated that bank appraisals <br />on his home indicated his property will depreciate if alley is vacated <br />between lo~t 17 and 18, Block 1, Arden Hills. Mr. Klass submitted a copy <br />of the Federal Underwriting Manual of the Federal Housing Administration <br />and requested that it be filed with village records. Mr. Klass objected <br />to proposed alley vaoation. <br /> <br />Mrs. Sohoonover objeoted to building a footpath or road straight thru plat. <br /> <br />Mr. Kerr stated that oul du saos are put in many well planned plats in the <br />suburbs. <br /> <br />... Mrs. Elane Shore objected to road or footpath being built straight thru <br />plat as it will make one more road to endanger children playing in the area <br /> <br />Mr. Kelsey stated he felt the turn around in plat should be built to <br />specifioations to allow emergenoy vehioles to turn around, or that Ridge- <br />wood Court should be extended to Siems Court, and that he preferred the <br />latter. <br />
