OF REGUIAR MEETING <br />COUNCIL OF THE VILIAGE OF ARDEN HILLS <br />Monday, June 29, 1959 <br /> <br />The meeting was called to order at 8:00 P.M. by Mayor Ashbaeh. <br />Roll Call: Present; Ashbach, Crepeau, Kepnedy, Delange, stromquist. <br />Absent; None. <br />The Minutes of the June 8, 1959 meeting were read and approved. <br /> <br />A publio hearing was held on an ordinance amending zoning ordinance to <br />permit construction of twin homes. and to require a conditional use permit <br />. for hospitals, rest homes and churches in all R-2 zones of the village. <br />Many residents voiced objeotions to the part of the amendment to permit <br />two family dwellings in R-2 areas. Mr. Kennedy, Public Welfare Chairman, <br />felt that the amendment would be benificial to village and listed reasons. <br />After council discussion, motion made by Kennedy, seconded by Crepeau that <br />ordinance amendment be passed as proposed. Motion made by Ashbach, <br />seconded by Stromquist that ordinance as proposed be amended to strike <br />out the portion allowing construction of twin homes. Roll Call vote: <br />'Aye; Ashbach, Delange, Stromquist. No; Kennedy, Crepea~. Motion passed. <br /> <br />Motion pade by Kennedy, seconded by Delange that amendment to zoning <br />ordinance as amended to strike out construction of twin homes be approved, <br />with final action by Council to be taken at July 13 meeting. Motion passed. <br /> <br />Mr. C. G. Rein requested the rezoning of some land to extend commercial <br />frontage to a depth of 300 feet at Lex. Ave. and Co. Rd. E to permit <br />Harkins golf driving tees and other commercial improvements thereon. A <br />public hearing was set on the matter for July 27, 1959 at 8:00 P.M. at <br />the village hall. <br /> <br />Mr. Clayburn. Attorney for S. J. Krannak requested plat approval for <br />proposed Shorewood Hills '7 plat, agreeing that no request for building <br />permits would be made .prior to 1961 as the new highway may go thru the <br />property. He stated .t see~d ~ fair to the land owner that plat <br />should be acted upon by council, as the highway department has not con- <br />demned or purchased the land. After Council discussion, motion made by <br />Kennedy, seconded by crepeau that the plat of Shorewood Hills #7 be prelim- <br />inarily aceepted subject to the following conditions:[I} that 1st ave N.W. be <br />extended No. to Co. Rd. F;(2) that Lot 22 be extended westerly to 1st Ave N W <br />(3) that Lot 21 be eliminated; (4) that Lot 19 be extended westerly to 1st AV; <br />N.W.; (5) that Lot 20 be eliminated; and (6) that no application for permit tc <br />build upon said platted lands shall be presented to the village prior to Jan. <br />1, 1961 or at such prior date as the Highway Dept. may have abandoned its <br />plans to construct the contemplated freeway within the platted area or shall <br />1I\W'\T~'l~.J.2tated freeway in such manner as to in no way affect platted area. <br />Kennedy stated that the Round Lake Hills plat is st-ill subject to approval <br />. on condition that an easement be obtained for construction of a turn <br />around at end of Pr~or Ave. in the plat. <br /> <br />Some residents of.Shorewood Hills requested that their area be included <br />in future plans for sewer. AShbach explained proposed outlet thru Rose- <br />ville for part of village South of Soo line tracks and explained progress <br />on obtaining an outlet from Twin Cities Arsenal for future outlet for <br />northern area of village. <br />Bob Flesch suggested that before village decides on bond financing, that <br />we should check methods used by neighboring villages, as Maplewood used <br />a different plan from Roseville. <br />
