Crepeau. Jr., Councilmen Stanley Olmen, <br />John Hollenhorst, E. Gray Henderson and Ronald Herrick. <br />Absent:' None. <br />Also Present: Public Works Chairman Roger Reiling, Clerk Admin- <br />Istrator lorralne Stromquist, Attorney Vincent P. <br />Courtney, Treasurer Worth G. Read, Engineer Donald <br />Lund, Maintenance Supervisor Everett Beecher and <br />Assistant Clerk Dorothy Zehm. <br /> <br />Aooroval of Minutes <br />The Minutes of the Reguler Council Meeting of August 31, 1970, <br />were approved as submitted. <br /> <br />BUSINESS FROM THE FLOOR <br /> <br />Human Rlahts Commission Announcement <br />Mr. Jerome Wasley, Chairman of the Human Rights Commission, <br />Invited all residents of Arden Hills to participate In a series <br />of lectures and workshops, the first to be held on Monday, <br />September 28, 1970, at the Arden Hills Branch of the Ramsey County <br />library. The topic at the first session will be "Education <br />Toward Humanization". <br /> <br />Odd Fellows St. Paul lodae No.2 <br />Mr. Charles Horton expressed the lodge's desire to construct a <br />new lodge on Its property on lake Josephine, at an estimated <br />cost of $80,000.00 to $100,000.00. <br /> <br />Councilman Hollenhorst advised that the Planning Commission had <br />determined, after a preliminary discussion, that "a lodge Is <br />not a permitted use In a residential zone In Arden Hills": <br />therefore the proposed lodge construction could not be considered. <br />He explained that Attorney Courtney has expressed a different <br />Interpretation of the ordinance In his letter of September 18, <br />1970, which would allow a non-conforming user to apply for <br />Rezoning or a Special Use Permit, If he wishes to rebuild or <br />expand. <br /> <br />The Council, after consideration of both Interpretations, requested <br />an expression from Planner Carl Dale and then further consideration <br />by the Planning Commission, In order to determine the Intent <br />of the ordinance, and the proper procedure to be followed by <br />the applicant. <br /> <br />Fill Comolalnt <br />Mr. Richard Bartsch, 1814 West County Road F, advised the excess <br />dirt from the sewer construction on County Road F has been <br />dumped In the swamp on the north side of County Road F; stating <br />that he considered this a poor use of clean fill, especially <br />when so many residents desire clean fill. <br /> <br />The matter was referred to Maintenance Supervisor Beecher and <br />Engineer Lund to advise the contractors of appropriate locations <br />for the dumping of excess clean fill. <br /> <br />PUBLIC HEARING <br /> <br />Sanitary Sewer Improvement No. 16 and Water ImDrovement 70-1 <br />Mayor Crepeau opened the public hearing at 8:10 p.m. <br /> <br />Attorney Courtney advised that the purpose of the hearing Is to <br />determine the feasibility of constructing sanitary sewers and <br />water main to serve the southeast corner of Hamllne Avenue and <br />County Road F, a site on which an office building Is proposed <br />by the Arthur Hage Construction Company. <br />
