<br />. <br /> <br />. <br /> <br />. <br /> <br />MINUTES <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL MEETING <br />SEPTEMBER 13, 1999 <br />7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br /> <br />CALL TO ORDERlROLL CALL <br /> <br />Pursuant to due call and notice thereof, Mayor Dennis Probst called to order the regular <br />City Council meeting at 7:04 p.m. <br /> <br />Present: <br /> <br />Mayor Dennis Probst, Councilmembers Beverly Aplikowski, Gregg <br />Larson, and Lois Rem. Councilmember Malone arrived at 7:21 p.m. <br /> <br />Absent: <br /> <br />None <br /> <br />Also present were Interim City Administrator, Terrance Post; Public Works Director, <br />Dwayne Stafford; Associate Planner, Nancy Randall; and City Engineer, Greg Brown, <br />BRW; and Recording Secretary, Lori Rolfson. <br /> <br />ADOPT AGENDA <br /> <br />MOTION: <br /> <br />Councilmember Aplikowski moved and Councilmember Rem seconded a motion <br />to adopt the agenda for the September 13, 1999, regular City Council meeting. <br />The motion carried unanimously (4-0). <br /> <br />2000 BUDGET AND PRELIMINARY LEVY DISCUSSION <br /> <br />Mr. Post stated that the following items were a series of resolution actions that must be taken <br />prior to September 15, 1999 in order for the information to be communicated to the Ramsey <br />County Auditor. <br /> <br />A. Resolution #99-28, Authorizing a Tax Rate Increase for the 1999 Tax Levy, Payable <br />in 2000 <br /> <br />Mr. Post explained that, in addition to the continuation of levy limitations certified by the <br />Minnesota Department of Revenue, the Minnesota Legislature also enacted during the 1999 <br />legislative session a new public hearing and resolution requirement for cities that will have a tax <br />rate increase. This new statute also requires the County Auditor to certify a tax rate and the <br />components for determining the tax rate to the governing body of the city. If the governing body <br />expects their proposed levy to result in a tax rate greater than the rate certified by the County <br />Auditor, they must hold a public hearing, pass a resolution authorizing a tax rate increase, and <br />file the resolution with the County Auditor no later than October 20, 1999. The resolution does <br />not have to state what the tax rate increase would be, it must only affirm that the rate will <br />increase. <br /> <br />The tax rate worksheet attached to the staff memo dated September 10, 1999, provided by <br />Ramsey County and completed by staft~ indicated that the levy required to support proposed <br />
