Crepeau, Jr,. Councilmen William Feyerelsen, <br />James Wingert. Charles Crichton, Robert Woodburn, <br />Absent - None, <br />Also Present - Village Attorney James Lynden, Parks Director John <br />Buckley, Building Inspector Larry Squires, Clerk Adminis- <br />trator Charlotte McNlesh, Japuty Clerk Dorothy Zehm, <br /> <br />APPROVAL OF MiNUTES <br />Wingert moved, seconded by Feyerelsen, that Council approve the <br />MInutes of the Special Counci I Meeting of May 19. 1975. as amended. <br />Motion carried unanimously, <br /> <br />BUSINESS FROM THE FLOOR <br /> <br />I,O,O.F., St, Paul Lod!:le No.2 <br />Mr. Vernon Smith requested that Council amend the Special Use Permit <br />for 1174 Edgewater Avenue to permit a crushed rock parking lot, in- <br />stead of the paved surface required, Smith advised that the Lodge <br />has arranged to fence ~he property with a 4' chain-link fence, but <br />prefers to retain the crushed rock parking lot, if possible, Smith <br />explained that a large area of the parking lot is filled land. and <br />wi II require some time to settle properly; parking lot is seldom used; <br />neighbors (except neighbor adjacent to the south property line) approve <br />of the crushed rock - no complaints as to dust from neighbors. <br /> <br />In discussion of the parking lot ~creenlng requirement, some confusion <br />was expressed as to what Is required. After discussion. Council agreed <br />to visit the site and to defer consideration of the request until <br />the Counc I I meet I ng of June 9, 1975. <br /> <br />REPORT OF PARKS DIRECTOR JOHN BUCKLEY <br /> <br />North Suburban Day Camp Program <br />Buckley reported that the Parks and Recreation Committee recommends <br />that Councl I authorize Vi Ilage support of the North Suburban Day Camp <br />Program; suggesting $50.00 for each Arden HI lis chi Id attending -to <br />be paid at the end of the program. <br /> <br />Crichton s~ated that Village support of the program should probably not <br />be a per person amount, but rather a fixed sum. <br /> <br />After" discussion, Crichton moved. seconded by Wingert, that Council <br />authorize Village of Arden Hills support of the 1975 North Suburban <br />Day Camp Program in the amount of $137.50. Motion carried unanimousl~. <br /> <br />. <br /> <br />Summer Playground Program <br />Buckley referred Council to the 1975 Summer Program Proposal, out- <br />lining costs of six-week and seven-week programs, Buckley reported <br />that the Parks and Recreation Committee recommends the six-week pro- <br />gram, which allows $810,00 for craft supplies, program equipment, <br />trips, etc. <br /> <br />Counci I concurred that Buckley proceed with the program he considers <br />to be appropriate, <br /> <br />Shade Tree Disease pro~ram <br />Buckley reported that 0-35 letters have been sent to property owners <br />asking removal of diseased trees by June 2nd. <br /> <br />Buckley reported that some residents have requested that the Village <br />remove the diseased trees. Buckley suggested that If the Village <br />contracts to have trees removed, It possibly could be done at less <br />cost per tree, than If done on an individual basis, Buckley noted <br />that a re-Inspectlon, by a Certified Tree Inspector, should be made <br />in June to treat the diseased trees and to verify number and location <br />of diseased trees for removal. <br /> <br />Councl I requested Buckley to contact Dr. French re appointment of a <br /> <br />-1- <br />
