<br />MiNUTES OF SPECIAL COUNCIL MEETING <br />Vi I !age of Arden HI lis <br />Monday, May 19,1975 - 7:30 p.m. <br />Vi Ilage Hall <br /> <br />CALL TO ORDER <br />The meeting was called to order by Acting Mayor Charles Crichton <br />at 7:30 p.m. <br /> <br />ROLL CALL <br />Present - Acting Mayor Charles Crichton, Councl tmen William Feyereisen, <br />James Wingert, Robert Woodburn. <br />Absent - Mayor Henry J. Crepeau, Jr. <br />Also Present -' Vi Ilage Engineer Donald Christoffersen and Donald <br />Lund, Planner Richard Fredlund, Pollee Chief Pat <br />Sexton, Clerk Administrator Charlotte McNlesh, <br />. Deputy Clerk Dorothy Zehm. <br /> <br />APPROVAL OF MINUTES <br />Wingert moved, se~onded by Feyerelsen, that Counci I approve the <br />Minutes of the Regular Counci I Meeting of Monday, May 12, 1975, as <br />ammended. Motion carried unanimously. <br /> <br />BUSINESS FROM THE FLOOR <br />None. <br /> <br />REPORT OF POLICE CHIEF PAT SEXTON <br /> <br />Mounds Vle~ Tral lar Park <br />Saxton reported that all Arden Hills pol ice officers assisted Mounds <br />View Pol ice with the storm ravaged trailer park; advising that <br />cooperation from all surrounding Villages, Ramsey County Sheriff <br />and Highway Patrol was very gratifying. <br /> <br />Radar Leastn!! <br />Sexton-rep-orfed that the Public Safety Committee will consider the <br />merits of lea$ed radar unit at its meeting in June, and will <br />also consider an alternate hand unit, avai lable from Capitol <br />Electronics, which Is not mobile, but very effective, and consider- <br />ably less expensive. <br /> <br />Aw a r d s <br />Sexton reported that the Arden Hi lis Police Department received a <br />Safety Counci.1 Award for traffic enforcement, and aiso received <br />a Citation for Community Relationship from the Knights of Columbus. <br /> <br />Dumpster Screening <br />Sexton reported that a few inquiries have been received regarding <br />screening of dumpsters; some areas are difficult to screen and some <br />appea r to be imp ract I ca I to screen because of I ocat I on an d ava i 1- <br />'-. _ abi lity for hauling. Sexton said trucks and snowplows have demolished <br />fenced dumpster areas In certain New Brighton locations which he <br />visited - screening of dumpsters at certain Arden,Hills locations <br />present problems which wil I probably have to be resolved by Councl I. <br /> <br />Council noted it would be receptive to alternate suggestions from <br />businessmen and the police department In this matter. <br /> <br />. <br /> <br />Outs ide S toraqe <br />Sexton reported that business and industrial firms have been very <br />cooperative in curtailing outside storage - still has a few who <br />want to store "skids" outside, but they've been told they have to <br />be enclosed. <br /> <br />Motorized vehicles <br />Wingert asked about police procedure to eliminate the operation of <br />motorized vehicles In the hili area between New Brighton Road and <br />Old Highway 10 and South and North of County Road E2. <br /> <br />Sexton reported that this area Is private property - patrolling Is <br />difficult; property is not posted and probably should be. Sexton <br />said he has considered various ways of controlling access to the <br />area (chains across access points, dumping a load of gravel at <br />access points, etc.) <br /> <br />Counci I requested that some effective method be implemented to <br /> <br />-1- <br />
