Crepeau, Jr. at 8:00 p.m. <br /> Roll Call <br /> -- <br /> Present - Mayor Henry J, Crepeau, Jr., Councilmen Charles Crichton, Stan OImen, <br /> William Feyereisen, James Wingert. <br /> Absent - None. <br /> . Also Present - Attorney Jaloes L}'tlden, Engineer Donald Lund, Treasurer Richard <br /> O'Kelly, Parks Director John Buckley, Clerk Administrator Charlotte <br /> McNiesh, Deputy Clerk Dorothy Zehm, . --' <br /> Approval of Minutes <br /> The Minutes of the Regular Council Meeting of September 30, 1974, were approved <br /> -e as amended, <br /> Crichton moved, seconded by Wingert, that the Council recognizes that this <br /> meeting is being held on a State Official Holiday (Columbus Day) becauae of <br /> the necessity to conduct urgent business. Motion carried unanimously, <br /> BUSINESS FROM THE FLOOR <br /> Mr. Brian Leonard <br /> Mr. Leonard, attorney for Mrs. Verlie Nelson, 1564 Edgewater Avenue, presented <br /> a letter to the Council, requesting permission for Mrs. Nelson to continue <br /> operating a home occupaticn until Council determination is made re her applica- <br /> tion for a Special Use Permit, which she will submit to the Village Office on <br /> TueSday, October 15th. <br /> Mrs. Nelson was present and advised that part of the truck problem, causing <br /> complaints from neighbors, st~ed from a drainage correctio~ project she had <br /> contracted for, which has now been completed, She explained that office supplies, <br /> invoices and paychecks are. picked up at her house; total number of trucks in- <br /> volved is 6 (15 employees), averaging about three trucks in a 5 day week: b.... <br /> requested driw.t"g to restrict their. st<Y,>S; "there have been no truc.ks there since <br /> last Friday, <br /> After discussion, Feyereisen moved, seconded by Wingert, that the Council tempor- <br /> arily allow Mrs. Nelson to continue her conduct of a truck dispatching operation <br /> until action of the Council upon her applicatinn for a Special Use Permit to <br /> legalize such use as a home occupation, provided 1) the trucks in such operation <br /> shall not be permitted to enter the neighborhood surrounding her home at 1564 <br /> Edgewater Avenue; the operation being restricted solely to the radio and tele- <br /> phone COlllllluni.cations, and 2) this g.ctio-.:: snl1l1 in no manner be deemed a waiver <br /> of or prejudice the Village's rtghts, ohligations and enforcement powers under <br /> pertinent provisions of the Zoning Ordinance and any other applicable ordinances, <br /> Motion carried unanimously. <br /> (Mr, Leonard agreed to make application for a Special Use P~rmit, on behalf of <br /> Verlie Nelson, on Tuesday, October 15, 1974.) <br /> Mr. Tom Lynch, 3210 North Hamline Avenue <br /> Mr. Lynch reques~ed that the Council consider contracting for ViJ.lage-wide <br /> leaf removal, as j", dona in Roseville. <br /> Crichton reported that 'leaf removal' i.s currently under study by the Publi,' <br /> -. Works Committee. ConSideration is being gi.ven to the following: commencint <br /> an action to have the lal~ prol....,,:I.ting the burning of leaves declared u!}.\::onstitu- <br /> tional, and also to the possibility of contracting for Village-Wide leaf pick-Jp; . <br /> . decision on how to resolve the matter will probably be too late for this fal1'ol <br /> leaves,. <br /> ..- Roger Reiling, Pullilic Works Committee Chai.~an, reported tha~ about two years ago <br /> the Committee had unsuccessfully attempted to rent a leaf pick-up machine from <br /> Roseville - a Village-owned machine Was dec"sd to be too expensive at that time. <br /> RE~ORT OF VILLAGE ATTORNEY J!li1ES LYlIDEN <br /> Ordinance No, 180, Amending Personnel Ordinance to Conform the Holidays to State Law <br /> Crichton moved, seconded by Wingert, that flll OF~INANCE REPEALING ORDINA!~CE NO. 140 <br /> AND Ai'lENDING ORDHlANCE NO. 83, THE PERSONNEL ORDINANCE, TO CONFORM THE HOLIDAYS TO <br /> STATE LAW, be introduced by title. Motion carried unanimously. ....... <br /> , <br /> (It was noted that when the ordinance is adopted, the Union Contract will have to <br /> be amended to pEt it in concert with Ord. 180.)
