Crepeau, Jr. at 8:00 p.m. <br /> Roll Call <br /> Present - Mayor Henry J. Crepeau, Jr.; Councilmen Stan Olmen, Charles Crichton, <br /> James Wingert, William Feyereisen. <br /> Absent - None. <br /> Also Present - Attorney James Lynden, Treasurer Richard O'Kelly, Parks Director <br /> John Buckley, Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy <br /> Zehm. <br />-. Approval of Minutes <br /> Crichton moved, seconded by Wingert, that the Minutes of the Sp~cial Council Meeting <br /> of September 23, 1974, be approved as submitted. Motion carried unanimously. <br /> BUSINESS FROM THE FLOOR <br /> Village Planner <br /> Mayor Crepeau introduced Mr. Richard Fredlund, Nason, Wehrman, Chapman Associates, <br /> and welcomed him as Planner for Arden Hills. <br /> REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> Ordinance Re Water Surface Use Regulations on Lake Johanns <br /> The Council reviewed the ordinance re water surface use regulations prepared by <br /> Attorney Lynden. <br /> After discussion, Wingert moved, seconded by Feyereisen, that the Council introduce <br /> AN ORDINANCE REGULATING THE SURFACE USE OF THE WATERS OF LAKE JOHANNA (62-78) AND <br /> IMPOSING PENALTIES FOR VIOLATIONS THEREOF, by title, for submittal to the Department <br /> of Natural Resources for review and comment; ordinance to be amended to include <br /> a section repealing previous ordinances which may be in conflict. Motion carried <br /> unanimously. <br /> After discussion of enforcement of the ordinance, Attorney Lynden was requested by <br /> Council to insert a statement in the ordinance that nothing herein should be construed <br /> to prohibit Arden Hills Police Officers from enforcing this ordinance in conjunction <br /> with the Ramsey County SheriffS Office. <br /> Nature Trail Resolution <br /> Attorney Lynden was requested to review Resolution 74-29, RESOLUTION APPROVING NATURE <br /> TRAIL PROPOSED BY RAMSEY COUNTY PARKS AND OPEN SPACE COMMISSION, to detel"lldne if it <br /> precludes the Village Police Department from enforcing the trail regulations, and to <br /> submit his comments at the next Council meeting. <br /> REPORT OF VILLAGE ENGINEER DONALD LUND <br /> (absent) <br /> Nursery Hill Utilities - Award Bid <br /> McNiesh referred the Council to Mr. Breem's letter, urging the Council to award the <br /> bid for the Nursery Hill utilities to the. low bidder. <br /> Crichton moved, seconded by Wingert, that the Council award the bid for the Nursery <br />_. Hill utilities to Erwin Montgomery Construction, as listed in the September 23rd <br /> bids as received. Motion carried unanimously. <br /> Tennis Court Lighting Contract - Request for Time Extension <br /> Mr. Dan DeLessio, Tieso Electric, explained the delivery of #2 underground wire and <br /> Kaiser poles will be delayed; poles probably for 12 to 16 weeks, and requested that <br /> Council approve his request for time extension for completion of the tennis court <br /> lighting at Mounds View High School. <br /> In discussion, Mr. DeLessio advised that he would be able to complete the lighting <br /> project, as specified in the contract, by April 1, 1975, and would be agreeable to <br /> a penalty clause if not completed by that date. <br /> Wingert moved, seconded by Feyereisen, that the Council approve the time extension <br /> requested for the Mounds View High School tennis court lighting project, to April 1, <br /> 1975, with the understanding that the penalty will be applied each day after April 1, <br /> 1975,at $100 per day.
