<br />, <br /> <br />,r , <br />.. <br /> <br />MINUTES OF SPECIAL COUNCIL MEETING <br />Village of Arden Hills <br />Monday, September 23, 1974 - 8:00 p.m. <br />Village Hall <br /> <br />Call to Order <br />The meeting was called to order by Mayor Henry J. Crepeau, Jr., at 8:00 p.m. <br /> <br />Roll Call <br /> <br />Present - Mayor Henry J. Crepeau, Jr., Councilmen William Feyereisen, James Wingert, <br />Charles Crichton, Stan Olmen. <br /> <br />Absent - None. <br /> <br />. <br /> <br />Also Present - Attorney James Lynden, Treasurer Richard O'Kelly,' Parks Director John <br />Buckley, Finance Committee Chairman Ward Ranson, Clerk Administrator <br />Charlotte McNiesh, Deputy Clerk Dorothy Zehm. <br /> <br />Approval of Minutes <br />The Minutes of the Regular Council Meeting of September 9, 1974, were approved as <br />amended. <br /> <br />BUSINESS FROM THE FLOOR <br /> <br />Robert Peterson, 1112 Carlton Drive - Case No. 74-30 <br />Mr. Peterson presented a letter to the Council requesting that the Council reconsider <br />his request for a sign at Bussard Court and Snelling Avenue. <br /> <br />After review of the letter, and discussion re the proposed construction and placement <br />of the sign, Crichton moved that the Council approve a sign variance for a 3' x 5' <br />sign at Bussard Court and Snelling Avenue for a period or three years, or until the <br />last lot is sold, whichever should occur rirst. Motion was seconded by Feyereisen and <br />carried ~animously. <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Resolution reRamsey County Open Space Nature Trail <br />After review of Attorney Lynden's letter of 9-23-74, and Resolution concerning the <br />pedestrian and nature trail proposed by the ,Ramsey County Open Space Commission, <br />Wingert moved, seconded by Olmen, that the Council approve Resolution No. 74-29, <br />RESOLUTION .l\.PPROVING NATURE TRAIL PROPOSED BY RAMSEY COUNTY PARKS AND OPEN SPACE COM- <br />MISSION, as amended, and authorized its execution by the Mayor and Clerk Administrator. <br />Motion carried unanimously. <br /> <br />Burning of Leaves <br />Attorney Lynden referred the Council to his letter of 9-23-74 re burning of leaves, <br />explainins that APC8 of the Rules and Regulations of the Minnesota Pollution Control <br />Agency, adopted by reference in Village Ordinance No. 135, remains substantially un- <br />cha~ged since its adoption and prohibits the open burning of leaves and other refuse <br />anywhere in ~tlnnesota, with certain exceptions. <br /> <br />Lynden further explained that Minnesota Pollution Control Agency has issued permits <br />to municipalities which have requested approval of sites within their jurisdiction <br />for the burning of diseased trees, and he referred the Council to the six requirements <br />specified in Section (d) (5) of Rule APC8. <br /> <br />-. <br /> <br />Ramsey County Open Space Land Acquisition <br />After discussion by the Council re the apparent deletion of certain lands in Arden <br />Hills from the land acquisition program by the Ramsey County Open Space Commission, <br />Crichton agreed to draft a letter re Ramsey County deleting certain parcels without <br />Council approval of the deletion. <br /> <br />Surface Water Regulations <br />Wingert referred the Council to a letter from the Minnesota Department of Natural <br />Resources (9-6-74) re the proposed Water Surface Use Regulations on Lake Johanna. <br /> <br />After discussion, Attorney Lynden was authorized to prepare an ordinance for <br />Council consideration on September 30, 1974. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD LUND <br />(absent) <br /> <br />-1- <br />
