<br />I <br /> <br />. <br /> <br />M~NUTES OF REGULAR COUNCIL MEETING <br />Vi Ilage of Arden HI I Is <br />Monday, March 28, 1977 - 7:30 p.m. <br />Village Hall <br /> <br />Ca II to Order <br />Pursuant to due call and notice thereof, Mayor Crepeau called the <br />~eeting to order at 7:30 p.m. <br /> <br />. <br /> <br />Roll Call <br />Present - Mayor Henry J. Crepeau, Jr., Councilmen Ward Hanson, James <br />Wingert, Charles Crichton, Robert Woodburn. <br />Absent - None. <br />Also Present - Treasurer Donald Lamb, Attorney James Lynden, Engineer <br />Donald Christoffersen, Clerk Administrator Charlotte McNlesh, <br />Deputy Clerk Dorothy Zehm. <br /> <br />Approval of Minutes <br />Wingert moved, seconded by Crichton, that the Minutes of the Special <br />Counci I Meeting of March 9, 1977 be approved as amended, and the <br />Minutes of the Regular Councl I Meeting of March 14, 1977 be approved <br />as submitted. Motion carried unanimously. <br /> <br />Business from the Floor <br />Pollee Department Status <br />Crichton reviewed the current status of the Arden Hills Pollee Depart- <br />ment which Is the result of Council action taken on January 3, 1977, <br />to adopt a Resolution Approving Leave of Absence for Pollee Chief James <br />P. Sexton for Medical Reasons; Lt. Douglas McCall was subsequently <br />asked to head the department until decisions could be made regarding <br />the Pollee Department and the selection of an effective leader. <br /> <br />Crichton moved, seconded by Wingert, that the Council of Arden HI lis <br />authorize continuance of the Police Department and acceptance of appli- <br />cations for the position of Chief of Police from any qualified source, <br />including the existing Department. Further, that the Council establish <br />a Review Board to review and/or interview each applicant and present to <br />the Council a list of what they consider as "qualified applicants" from <br />which the Council will appoint a Chief. Said Board to consist of: <br /> <br />Ramsey CountyJ udge George Peterson <br />Roseville Pollee Chief Ray Goneau <br />New Brighton Police Chief Paul Holmes <br />Management Consultant Frank Stanton <br />One member of the Arden Hills City Council, Chairman. <br />(Should any of these persons be unable to serve, the Council will sub- <br />stitute accordingly.) <br />Further, that once a Pollee Chief Is appolnted,al! other members of the <br />Department will be classified as "officer" until, and unless the Council <br />(at the recommendation of the Chief) deems other position appointments <br />are appropriate. <br /> <br />In discussion, Council noted the need for a "Jab description" for Police <br />Chief; ,that need for positions other than "officer" would be determined <br />by the COuncil, at the recommendation of the Chief, after his selection; <br />Pubilc Safety Committee strongly supports our own Police Department and <br />has outlined procedure to choose a Chief. <br /> <br />. <br /> <br />Crepeau Intr.oduced Captain Falvey and Captain Spencer (Ramsey County <br />Sheriff's Office), Frank Stanton and Pat Sexton, whom he Invited to <br />attend tonight's meeting to answer questions which might arise relative <br />to a contract with the Ramsey County Sheriff Department vs. an Arden <br />Hills Police Department. <br /> <br />Mrs. Mary Ann Benson presented a Petition to Council recommending that <br />Arden Hills retain its own Pollee Department. <br /> <br />'Mr. Douglas Barthany said the Petitio/; contains about 300 signatures; <br />could have obtained more If they'd had more time. <br /> <br />In discussion of costs of an Arden Hills Police Department, It was <br />noted that a union contract agreement has not been settled to date, <br />physical building space and future expansion etc. have not been Inci_ded <br />in cost calculations - Questioned how much "extra" the citizens would be <br /> <br />, <br /> <br />-1- <br />
