<br />MINUTES OF SPECIAL COUNCIL ~EETING <br />V i II age of Arden Hi I Is <br />Monday, July 19, 1976 - 7:30 p.mo <br />V i I I age He I I <br /> <br />CALL TO ORDER <br />Pursuant to due call and notice thereof Mayor Crepeau called the <br />meeting to order at 7:30 p.m. <br /> <br />. <br /> <br />ROLL CALL <br />Present - Mayor Henry J. Crepeau, Jr., Counci lmen Robert Woodburn, <br />Charles Crichton, James ~lingert, WillIam Feyereisen. <br />Absent - Noneo <br />Also Present - Treasurer Donald Lamb, Engineer Donald Christoffersen, <br />Police Chief Pat Sexton, Clerk Administrator Charlotte <br />McNiesh, Deputy Clerk Dorothy Zehmo <br /> <br />APPROVAL OF MINUTES <br />Wingert moved, seconded by Feyereisen, that Counci I approve the <br />Minutes of the Special Council Meeting of June 2!, 1976, as <br />amended. Motion carrIed unanlmouslyo <br /> <br />New Briqhton Bulletin Reporter <br />Mayor Crepeau welcomed Linda Votel who recently joined the New <br />Brighton Bulletin as a reporter. <br /> <br />REPORT OF VILLAGE POLICE CHIEF PAT SEXTON <br /> <br />Arden Hi lis Police Reserve Unit - Rules and Requlations <br />In review of the proposed Rules and Regulations the fol lowing <br />concerns were noted: <br />I. No apparent difference between "sworn officer" and <br />"reserve officer" duties. <br />2. Reserve officer apparently has less training, but is <br />subject to same rules as sworn officer. <br />3. Only difference between the two, apparently, is that <br />reserve officer takes directions from sworn officer <br />(this would also happen if two sworn officers were working <br />together - one would necessarily be In charge). <br />4. Sworn officer may not want to be "responsible" for a <br />reserve officer - wi I I reserve officer be assigned by <br />Chief or officer on duty? <br /> <br />In discussion, It was noted that if additional police officers are <br />needed, Councl I should probably consider hiring additior.al regular <br />officer to fill this need. If assistance is needed at particular <br />peak times, perhaps a part time officer should be hired or present <br />part time or full time officer called to aid the on-duty officer; <br />would seem scope of operation of reserve officer would be limited, <br />with less training and expel"ience; it also would seem that when the <br />need arises for police ass;stance, that this would also be the time <br />when a full timE', well trained officer would be needed. <br /> <br />. <br /> <br />Sexton explained that additional police officers are not needed, <br />but an extra man in the car would be beneficial on many occasions, <br />and the reserve officer could give the officer the help he needs. <br />Reserve officer would assist the regular officer; they are well <br />traIned and competent; regular officer directs the reserve officer <br />and lays out plan of action - regular sworn officer would be in <br />charge at all times. <br /> <br />After discussion, Feyereisen moved, seconded by Woodburn, that <br />Counci I authorize a Police Reserve Unit and adopt the Rules and <br />Regulations dated 6/14/76 as submitted. <br /> <br />In further discussion, Chief Sexton said he would schedule the <br />reserve duty; reserve officer would not be "riding" at his own <br />discretion - only when he is scheduled or Chief determInes there <br />is a need. He said reserve officers would be required to call the <br />Chief when they are avai lable to "ride", not the on-duty officer or <br />dispatcher. <br /> <br />-1- <br />
