Crepeau, Jr., Councilmen Charles Crichton, <br />Wil I lam Feyereisen, Robert Woodburn. <br />Absent - Councilman James Winger~ <br />Also Present - Treasurer Donald lamb, Attorney James Lynden, Police <br />Chief Pat Sexton, Clerk Administrator Charlotte McNlesh, <br />Deputy Clerk Dorothy Zehm. <br /> <br />Approval of Minutes <br />Feyereisen moved, seconded by Crichton, that the Minutes of Special <br />Counci I Meeting of May 24, 1976, and the Regular Council Meeting of <br />June I, 1976, be approved as amended. Motion carried unanimously. <br /> <br />REPORT OF POLICE CHIEF PAT SEXTON <br /> <br />Ordinance No. 193 <br />Sexton reported that Sheriff Kermit Hedman met him at Tony Schmidt <br />Park last weekend; noted that park looks better than It has for some <br />time; praised Village Ordinance No. 193. <br /> <br />Council concurred with Sexton that signs should be instal led in the <br />park advising of Ordinance provisions. <br /> <br />Reserve Unit Rules and Regulations <br />Sexton advised of policing Incidents in the Village over the weekend <br />requiring "back-up" from other police departments; noted Increaslng <br />need for assistance to officer on duty, which can in most Instances <br />be a reserve officer riding in the car. <br /> <br />Sexton referred the Council to his memo of 6/12/76, and attached <br />Arden Hi lis Pol ice Reserve Unit Rules and Regulations. The fol lowing <br />changes were ~: <br /> <br />Page Delete D. Rejection of Applications, in Its entirety; <br />re-Ietter accordingly. <br />Page 2 - D. Minimum Application Requirements <br />Add: <br />4. <br /> <br />. <br /> <br />Page 3 - <br /> <br />Applicants shall pass a suitable psychological <br />test for police aptitude. <br />5. Applicants shall pass training course given by a <br />recoqnized pol ice school or academy. <br />Delete heading CONSTITUTION AND BY-lAWS. <br />Chan~e Article I to F. NAME AND PURPOSE. Delete <br />;'Sec." before numbers I, :2 and 3. Change capi'j'al iehars <br />to lowor case I$tters y"der number 3, <br />Change Article II to G. MEMBERSHIP. <br />Delete "Sec." before I and 2, and change 18 years to 25 <br />yeal-s in number 2. <br />Delete "Sec." before al I numbers. <br />Change Article 1~1 to H. OFFICERS <br />Change Article IV to I. MEETINGS <br />Change Article V to J. OPERATION AND CONDUCT <br />Change G. 4. to read as follows: <br />"An appl icant accepted for membership s~al I serve unti I <br />December 31st of each year when re-appointment may be <br />made by the Mayor with the approval of the Council." <br />Add G. 5. "Appointments may be terminated at any time, <br />with or without cause, at the discretion of the Council." <br />H. I. Chenge Constitution and By-Laws to Rules and <br />Regula-iions. <br />J. 2. Re-word as 'follows: "No reserve officer shall <br />be under the influence of prescri?tion drugs or alcoholic <br />beverages whi Ie in uniform either on or off duty.
