Crepeau, Jr., Counci Imen Robert Woodburn, <br />Charles Crichton, James Wingert, William Feyereisen. <br />Absent - None. <br />Also Present - Engineer Donald Christoffersen, Treasurer Donald <br />Lamb, Public Works Supervisor Hans Johansen, Clerk Adminis- <br />trator Charlotte McNlesh. Deputy Clerk Dorothy Zehm. <br /> <br />Approval of Minutes <br />Wingert moved, seconded by Crichton, that the Minutes of the Regular <br />Council Meeting of February 23, 1976, be approved as amended. Motion <br />carried unanimously. <br /> <br />Business from the Floor <br />None. <br /> <br />Proposed MTC Bus Route No. 38 <br />Mr. R. Schreier, Planning Department of MT~ introduced Ray Voss, <br />member of the citiZens advisory committee of MTC. Schreier said he <br />reviewed the Village Inquiry re extension of Route 38 to Bethel <br />CoLlege and the proposed senior citizen complex (TCCH); appears that <br />opportunity to pick up passengers In this area is very low; senior <br />citizen complex (when built) would be Interested prlmari Iyln a <br />mid-day service (during "free" service times); Bethel currently uses <br />Its own small "shuttle" bus. <br /> <br />Schreier reported that Route 38, when It stabilizes, Is expected to <br />recover 43% of cost, which is the system average; never intend It to <br />break even. He described the Route 38 service to consist of I morning <br />and 2 afternoon trips. Schreier said that MTC financing Is received <br />from the legislature; MTC continues to study the servIces and If <br />study indicates cost recovery is reduced, service is cut back - MTC <br />doesn't expect to recover costs on any of Its lines. MTC Is interested <br />In getting cars off the highways, reducing pollution and providing <br />transportation at low cost to riders (subsidizlhg people ~ho cannot <br />afford a car) and generally increasing mobility for people in the area. <br />He saLd MTC Is concerned mainly with ridership. <br /> <br />.In discussion of the anticipated number of Arden Hills people Route 38 <br />Is expected to serve, Schreier said they had received telephone re- <br />quests from about seven Arden Hil Is residents. <br />~~~z4 <br />Concern was expressed bYACouncil re ~hg economics of the proposed MTC <br />system: <br /> <br />I. Takes cars off highways - cars are paying for the high- <br />ways; without the cars, no highways. <br />2. In addition to only 43% recovery of costs, MTC pays no tax <br />on gasoline or tires; no profit tax - no taxes are paid to <br />help the communities. <br />3. Costs In "living time" (man hours) are wasted; takes more <br />time to commute, and time Is "money". <br /> <br />. Schreier suggested that the economics of the system be discussed with <br />someone from the "government division" of MTC; the Planning division <br />Is concerned with getting maximum ridership. MTC rates are dictated <br />by the Legislature - fares were lowered in January, 1975. <br /> <br />Concern was expressed that it appears Route 38 wi II not be viable. <br />After discussion, McNiesh was requested to invite MTC personnel from <br />"government division" to discuss MTC finances and economic feasibility <br />of Route 38 with the Council at Its meeting on March 22nd. <br /> <br />Case No. 76-4, Variance - OIYfflPta Brewing Company <br />Mr. R?bert Sullivan, Distribution Manager of Olympia Brewing Company, <br />exp!a!ned that request i~ made for temporary storage, pending corporate <br />deCISion on whether to expand the building or enclose area for permanent <br />outdoor storage per ordinance requirements (Ord. 99); need for tem- <br />porary exterior storage Is from now unti I about July 15th or August 1st. <br /> <br />-1- <br />
