Crepeau, Jr., Counci Imen James Wingert, WIlliam <br />Feyereisen, Charles Crichton, Robert Woodburn. <br />Absent - None. <br />Also Present - Village Treasurer Donald Lamb, Engineer Donald <br />Christoffersen, Parks Director John Buckley, Public <br />Works Supervisor Bud Johansen, Building inspector <br />Larry Squires, Clerk Administrator Charlotte McNlesh, <br />Deputy Clerk Dorothy Zehm. <br /> <br />Approval of Minutes <br />Wingert moved, seconded by Woodburn, that the Minutes of the <br />Regular Councl I Meeting of January 12, 1976, be approved as amended. <br />Motion carried unanimously. <br /> <br />REPRESENTATIVE STEVEN NOVAK <br /> <br />Representative Novak briefed the Council on two bills to be pre- <br />sented early in this legislative session - Metro Planning and Land <br />Use, and Brlghtwood Hi lis Golf Course. Novak also reported on <br />the St. Paul School System's deficit; need for about 46 mil lion <br />do II a rs by Ma rch 15, 1976, He noted some of the proposa I s presented <br />to the County (25 mi II Increase for St. Paul property owners, or an <br />8 mill increase on properties In Ramsey County); of the several pro.- <br />posals presented to date, none have been considered feasible or <br />practical - matter may possibly have to be resolved State-wide. <br />Counci I questioned legality of County spreading tax over al I Ram- <br />sey County properties; this proposal would require Arden Hi lis <br />tax-payers to pay taxes for two School Districts. <br /> <br />Woodburn, In discussion, of the proposed Metro Planning and land <br />Use Bill. suggested he'd feel "more comfortable" If a "check and <br />balance" were incorporated in the legislation, e.g. members of <br />Metro Advisory Goard not be appointed entirely by the Metro Councl I, <br />and Metro Counci I decisions be reviewed by the legislature (a <br />"dotted line" back to the LegiSlature). <br /> <br />After a brief discussion re the proposed Ramsey County Legislative <br />package, Novak suggested that Counci I input b,e relayed to Commis- <br />sioners Robert Orth and Donald Salverda. <br /> <br />Crichton noted that required bonding for liquor establishments Is <br />inadequate ($5000 On Sale & ;3000 Off Sale). None, <br /> <br />REPORT OF PARKS DIRECTOR JOHN BUCKLEY <br /> <br />Diseased <br />A. <br /> <br />Trees <br />1975 Tree Removal Proqram - Status Report <br />Buckley Introduced Mr. AI Whitesel i and referred Council <br />to summary of report from Whitesel I (1-26-76) re the 1975 <br />diseased tree control program. Whitesel I reported equip- <br />ment problems which caused an unexpected delay In completing <br />his 1975 tree removal contract with the Vi I lage; noting <br />that a II des I gnated trees have been fe 11 ed, but a I' have <br />not been removed to date; expects to complete removal of <br />all wood and debris this week. <br /> <br />-1- <br />
