Buckley reported that the developer proposes to <br />dedicate a tot lot at the Wesley Avenue access to the development, <br />or in the northeast corner near (and including) the swamp area; <br />reported that the northeast corner was not acceptable because of <br />its location and terrain. Buckley reported that the committee <br />felt that more land is needed than proposed in order to provide <br />for a multi-purpose park; recommends that lots 16, 17 and 18 <br />(about 1~ acres) be dedicated with the balance of the dedication <br />in cash. Buckley said a 4 to 5 acre park is desirable for this <br />area (development is approximately 21 acres which results in a <br />2.1 acre dedication requirement.) <br /> <br />In discussion, it was queried why 1.5 acres is deemed sufficient <br />if a larger park is needed; also asked how park area is proposed <br />to be developed. <br /> <br />Buckley said a neighborhood park is proposed, which would include <br />some type of play structure, a hard court area and possibly a <br />small flat area for soccer, softball, frisbees etc; propose to <br />not improve until neighborhood input is received. <br /> <br />. <br /> <br />Buckley reported that the City Planner suggested the area between <br />Pascal and Wesley (south central portion of the development) for <br />park, which would permit Pascal Ave. park access, with the turn- <br />around inside the park, incorporate the pond to the east at Wesley <br />and provide a buffer between the two residential areas (existing <br />and proposed). Buckley noted that this area is heavily treed, <br />providing the most desirable lots for the developer; noted that <br />the Parks Committee desires to obtain as much acreage as possible <br />and not "swamp the ship". Noted that 2.1 acres will meet more of <br />the neighborhood demands; alternative is to take as much acreage <br />as we can and take the balanee in cash, plus possibly rough grad- <br />ing of the park as satisfaction of the park dedication. <br /> <br />Some of the concerns expressed were: <br /> <br />1. Is 1.5 acres a compromise? <br />2. What size and shape park is needed and for what pu~pose? <br />This would seem to determine its location. <br />
