<br />i. ~ <br /> <br />Minutes of Regular Council Meeting <br />Vi Ilage of Arden HI lis <br />Monday, August 10, 1981 - 7:30 p.m. <br />Village Hall <br /> <br />Ca I I to Order <br />Pursuant to due cal I and notice thereof, Mayor Woodburn called the meeting <br />to order at 7:30 p.m. <br /> <br />Roll Call <br />Present <br /> <br />- Mayor Robert Woodburn, Councilmen Janet Hellenhorst, James <br />Wingert, Diane McAI lister <br /> <br />. <br /> <br />Absent <br /> <br />- Councilman Maurice Johnson <br /> <br />Also Present - Treasurer Donald Lamb, Planner Orlyn Miller, Clerk Administrator <br />Charlotte McNiesh, Deputy Clerk Dorothy Zehm <br /> <br />Approval of Minutes <br />Wingert moved, seconded by Hel lenhorst, that the Minutes of the Regular <br />Council Meeting of July 27th be approved as amended. Motion carried unani- <br />mously. <br /> <br />Business from the Floor <br />None <br /> <br />REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> <br />Proposed Public Access - Lake Josephine <br />Council was referred to Planning memo (7-22-81) and to the Planning Commission <br />minutes of 8-5-81. <br /> <br />Miller reported that Ramsey County has scheduled an Informational meeting <br />at the Roseville Village Hal I on Monday, August 17th at 7:30 p.m. relative <br />to this proposal. <br /> <br />Miller explained that the City of Rosevil Ie can approve or disapprove the <br />project since the proposed access is In Rosevill~; noted that In-put from <br />Arden HII Is has been invited. <br /> <br />Miller reported that the Planning Commission recommends approval of the pro- <br />posed access; feels al I lakes are a publ ic resource and the publ ic should <br />have the right to use the lakes; noted that the Commission stressed very <br />strongly that surface control regulations should be in effect Immediately <br />If public boat access Is provided. <br /> <br />Miller referred Council to an excerpt from the Ramsey County Comprehensive <br />Plan In which future development Included access to the lake for boating, <br />fishing and canoeing; also proposing establishment of a lake surface use <br />ordinance In conjunction with the development plan. <br /> <br />. <br /> <br />In discussion, Dr. Kennedy, 1280 Ingerson Road, asked when the publ ic beach <br />became official on Lake Josephine, and asked who Is Instigating the boat <br />access. Miller said that Ramsey County Parks and Recreation made appl 1- <br />cation for the Lawcon funding; apparently are looking for additional recrea- <br />tional areas; probably have had requests to add a public access. Miller <br />said he did not know when the public beach was establ ished. <br /> <br />Kennedy commented that other lakes (Como and Phalen) do not have boat access. <br /> <br />Carrie Wasley explained that Ramsey County Is not pursuing the access; is <br />reacting to a possible need and Is requesting municipality in-put relative <br />to the proposa I . <br /> <br />Harold Riley, 1270 Ingerson Road, asked if the County wil I feel any continu- <br />Ing responsibll ity for the access if it is installed. It was explained that <br />the County has the responslbil ity of control, which Is not proposed at this <br />time. It was noted that the County has patrol equipment, but it's not there <br />at all times. <br /> <br />Gloria Kennedy asked the proposed location of the publ ic access whiCh Miller <br />Indicated on a sketch of the proposed impr.ovement. <br />
