<br />, <br /> <br />'" <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, April 13, 1981 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due cal1 and notice thereof, Mayor Crichton called the <br />meeting to order at 7:30 p.m. <br /> <br />Roll Call <br />Present - Mayor Charlie Crichton, Councilmen Janet Hollenhorst. <br />Robert Woodburn, Diane McAl1ister, Maurice Johnson. <br /> <br />Absent - None <br /> <br />. <br /> <br />Also Present - Village Attorney James Lynden. Engineer Donald <br />Christoffersen, Treasurer Donald Lamb, Clerk <br />Administrator Charlotte McNiesh, Deputy Clerk <br />Dorothy Zehm. <br /> <br />Approval of Minutes <br />McAllister moved. seconded by Hollenhorst. that the Minutes of <br />the March 23rd Council Meeting be approved as amended. and the <br />Minutes of the March 30th Council Meeting be approved as submitted. <br />Motion carried unanimously. <br /> <br />Business from the Floor <br />None <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Lexington Avenue/694 Drainage Improvement <br />Council was referred to Lynden's letters of 4-8-81 and 4-10-81 re <br />Lexington Avenue Storm Drainage Project ST 81-2, and attached letter <br />from Shoreview Attorney Jerome P. Filla re Lexington Avenue and 1- <br />694 Drainage Improvement Cost Sharing Joint Powers Agreement. <br /> <br />In discussion of Lynden's letter of 4-8-81 re assessment procedures. <br />Lynden suggested that Council confer with Bond Consultant Popovich <br />re development of city strategy for calculating assessment. to be <br />levied on benefitted properties. <br /> <br />Johnson asked about the "delay factor" the city may face because <br />Shoreview wishes to conduct its assessment hearing before it de- <br />cides to go ahead with the project. <br /> <br />The project time schedule was explained by Christoffersen. lie re- <br />ported that Shoreview has scheduled a Public Improvement Hearing on <br />April 20th; if improvement is ordered. the next step would be to <br />order preparation of plans and specifications and advertise and <br />receive bids; upon receipt of bids, Shoreview wants to then hold <br />an Assessment Hearing based on the bids (this would be 3 to 4 <br />weeks after bids are received). <br /> <br />. <br /> <br />Crichton noted that Arden Hills has customarily proceeded with the <br />project, and after all the bids are in, hold an assessment hearing <br />and spread the costs; noted that if this Council wishes to change <br />this policy to that suggested by Shoreview, it may; noted that <br />there may be some delay in the time schedule whether or not Arden <br />Hills proceeds this way. <br /> <br />Christoffersen noted that this delay has been built into his sched- <br />ule (Shoreview to hold assessment hearing, then wait 30 days before <br />award of the contract). <br /> <br />McAllister suggested that Arden Hills adopt the same procedure; <br />prefers to know how the project will be paid for before ordering <br />the improvement; feels that the property owners would also like to <br />know the percentage they are going [0 be assessed. <br />
