. .111 Minutes of Special Council Meeting Village of Arden Hills Monday, March 23, 1981 - 7:30 p.m. Village Hall Call to Order Pursuant to due call and notice thereof, Mayor Crichton called the meeting to order at 7:30 p.m. . Roll Call Present - Mayor Charlie Crichton, Councilmen Janet Hollenhorst, Robert Woodburn, Diane McAllister, Maurice Johnson Absent - None Also Present - Attorney James Lynden, Engineer Donald Christoffersen, Treasurer Donald Lamb, Planner Orlyn Miller, Farks Director John Buckley, Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm. Approval of Minutes Johnson moved, seconded by Hollenhorst, that the Minutes of the Regular Council Meeting of March 9, 1981 be approved as amended. Motion carried unanimously. Correction to Minutes of February 23rd Council MeetinR McAllister moved, seconded by Ho1lenhorst, that the Minutes of the Council Meeting of February 23, 1981 J;>e corrected as follows: (page 3, paragraph 4, roadway widths) "32 ft. wide - no parking either side 36 ft. wide - one side parking only 46 ft. wide - both side parking Council concurred that a 36 ft. wide street, with parking on one side is considered adequate." Motion carried unanimously. Business from the Floor None REPORT OF PARK DIRECTOR JOHN BUCKLEY 1981 Diseased Tree Removal Contract Council waS referred to Buckley's memo of 3-19-81, and attachments thereto. After discussion, Woodburn moved, seconded by Ho1lenhorst, that Council award the bid for 1981 Diseased Tree Removal to Blueme1- Timm, the apparent low bidder. Motion carried unanimously. REPORT OF VILLAGE ATTORNEY JAMES LYNDEN . Park Ordinance No. 214 Council was referred to draft of Ordinance No. 214, as amended. Lynden asked Council if the intent is to regulate only city-owned parks and pathways, or if the intent of the ordinance is to cover all parks and open space. In discussion, Lynden suggested that if it is Council's intent to cover all parks, "open space site" should be reworded to refer to any public park, pathway, trail, and parking areas appurtenant thereto, or any similar public open space. Lynden suggeated if Council has specific concerns about enforcement problems in county park areas, it may request by resolution that the county ordinance be changed to enable enforcement of the specific public park within the city. After discussion, Lynden was requested to modify the wording of Ordinance 214 to apply to county parks as well as city parks.
