<br />. <br /> <br />.111 <br /> <br />Minutes of Special Council Meeting <br />Village of Arden Hills <br />Monday, March 23, 1981 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Crichton called <br />the meeting to order at 7:30 p.m. <br /> <br />. <br /> <br />Roll Call <br />Present - Mayor Charlie Crichton, Councilmen Janet Hollenhorst, <br />Robert Woodburn, Diane McAllister, Maurice Johnson <br /> <br />Absent - None <br /> <br />Also Present - Attorney James Lynden, Engineer Donald Christoffersen, <br />Treasurer Donald Lamb, Planner Orlyn Miller, Farks <br />Director John Buckley, Clerk Administrator Charlotte <br />McNiesh, Deputy Clerk Dorothy Zehm. <br /> <br />Approval of Minutes <br />Johnson moved, seconded by Hollenhorst, that the Minutes of the <br />Regular Council Meeting of March 9, 1981 be approved as amended. <br />Motion carried unanimously. <br /> <br />Correction to Minutes of February 23rd Council MeetinR <br />McAllister moved, seconded by Ho1lenhorst, that the Minutes of <br />the Council Meeting of February 23, 1981 J;>e corrected as follows: <br /> <br />(page 3, paragraph 4, roadway widths) <br />"32 ft. wide - no parking either side <br />36 ft. wide - one side parking only <br />46 ft. wide - both side parking <br />Council concurred that a 36 ft. wide street, with parking on one <br />side is considered adequate." Motion carried unanimously. <br /> <br />Business from the Floor <br />None <br /> <br />REPORT OF PARK DIRECTOR JOHN BUCKLEY <br /> <br />1981 Diseased Tree Removal Contract <br />Council waS referred to Buckley's memo of 3-19-81, and attachments <br />thereto. <br /> <br />After discussion, Woodburn moved, seconded by Ho1lenhorst, that <br />Council award the bid for 1981 Diseased Tree Removal to Blueme1- <br />Timm, the apparent low bidder. Motion carried unanimously. <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />. <br /> <br />Park Ordinance No. 214 <br />Council was referred to draft of Ordinance No. 214, as amended. <br />Lynden asked Council if the intent is to regulate only city-owned <br />parks and pathways, or if the intent of the ordinance is to cover <br />all parks and open space. <br /> <br />In discussion, Lynden suggested that if it is Council's intent to <br />cover all parks, "open space site" should be reworded to refer to <br />any public park, pathway, trail, and parking areas appurtenant <br />thereto, or any similar public open space. Lynden suggeated if <br />Council has specific concerns about enforcement problems in county <br />park areas, it may request by resolution that the county ordinance <br />be changed to enable enforcement of the specific public park within <br />the city. <br /> <br />After discussion, Lynden was requested to modify the wording of <br />Ordinance 214 to apply to county parks as well as city parks. <br />
