, # ~ Minutes of Regular Council Meeting Village of Arden Hills Monday, February 23, 1981 - 7:30 p.m. Village Hall Call to Order Pursuant to due call and notice thereof, Mayor Crichton called the meeting to order at 7:32 p.m. Roll Call Present - Mayor Charlie Crichton, Councilmen Robert Woodburn, Janet Hollenhorst, Diane McAllister, Maurice Johnson. Absent - None . Also Present - Village Engineer Donald Christoffersen, Treasurer Donald Lamb, Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm. Approvsl of Minutes McAllister moved, seconded by Hollenhorst, that the Minutes of the Council Meetings of February 9th and February 11th be approved as amended. Motion carried unanimously. Business From the Floor None REPORT OF VILLAGE PARKS DIRECTOR JOHN BUCKLEY 1981 Capital Improvement Plan Council was referred to the Minutes of the Parks and Recreation Committee Meeting of 2/10/81 and attachments thereto. Buckley re- ported that the Committee recommends approval of the 1981 Capital Improvement Plan as submitted. In discussion, Buckley noted that Perry Park experiences a great deal of family activity; Committee feels there is a need for play apparatus in this park for the young children. Concern was ex~ pressed that the plan appears to exceed the 1981 budget. Buckley explained that $35,000 was budgeted for 1981; $47,900 expenditure is proposed based on dedication money which goes into the Park Fund; noted that eXpenditurea in 1980 were under budgeted amou~t. McAllister moved, seconded by Hollenhorst, that Council approve the 1981 Capitsl Improvement Plan for Arden Hills Parks as sub- mitted. In further discussion, concern was expressed re approval of the listed expenditures, prior to detailed review of the major pur- chases by Council. . Motion did not carry (McAllister, Hollenhorst voting in favor of the motion; Woodburn, Johnson, Crichton voting in opposition). Woodburn moved, seconded by Johnson, that Council approve the 1981 Park Improvement Schedule in concept; major expenditures to be reviewed in detail by Council. In further discussion, Johnson the motion to allow Buckley to items up to the budget figure said he would consider amending determine priorities of any of the (1 through 10 as ite~ized). It was noted that dedication money is not only designated for parks and playgrounds, but also for public open space and/or storm water holding areas or ponds.
