<br /># ~ <br /> <br />. <br /> <br />. <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, February 9, 1981 - 7;30 p.~. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Crichton called <br />the ~eeting to order at 7:30 p.~. <br /> <br />Roll Call <br />Present - <br /> <br />Mayor Charlie Crichton, Council~en Robert Woodburn, <br />Janet Hollenhorst, Diane McAllister, Maurice Johnaon. <br /> <br />Absent - <br /> <br />None <br /> <br />Also Present - Village Engineer Donald Christoffersen, Treasurer <br />Donald La~b, Planner Orlyn Miller, Clerk Ad~inia- <br />trator Charlotte McNiesh, Deputy Clerk Dorothy Zehm. <br /> <br />Approval of Minutes <br />Johnson ~oved, seconded by Hollenhorst, that the Minutes of the <br />Regular Council Meeting of January 26, 1981 be approved as amended. <br />Motion carried unani~ously. <br /> <br />Business from the Floor <br />None <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br />(absent) <br /> <br />Approval of Liquor License Transfers, McGuire's Inn <br />Council was referred to Lynden's letter of 2/6/81 re Transfer of <br />McGuire's Liquor Licenses. McNiesh reported that the corrections <br />noted therein have been ~ade, and the On-Sale Bond, in the amount <br />of $5,000, has been received McNiesh reported that the police, <br />fire and financial checks have not been completed to date. <br /> <br />After discussion, Woodburn ~oved, seconded by McAllister, that <br />Council approve the transfer of On-Sale, On-Sale Sunday, and Off- <br />Sale liquor licenses fro~ Hotel Managers and Hosts of Minneaota, <br />Inc. to Hotel & Restaurant Managers, Inc., effective February 9, <br />1981 through Dece~ber 31, 1981, subject to police and financial <br />checks. Motion carried unani~ously. <br /> <br />Investigation Fee <br />Council discussed Lynden's comments relative to suggested appro- <br />priate investigation fee for a preliminary background financial <br />investigation ($50.00 - $100.00) vs. the ~ore comprehensive in- <br />vestigation ($350 within the State; up to $10,000.00 outside of <br />the State). McNiesh noted that, in the past, an investigation <br />fee has not been charged; wording in code appears ambiguous. <br /> <br />After discusaion, McAllister moved, seconded by Johnson, that <br />Council not charge the $350 investigation fee for this application, <br />and refer the matter of liquor license investigations and feea to <br />the Finance Committee for its recommendations to Council. Motion <br />carried unanimously. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Improvement No. P80-1, County Road E-NSP Agree~ent <br />Christoffersen reported that a revised agree~ent has been received <br />from NSP, a copy of which will be sent to Lynden and Popovich; <br />noted that three r.o.w. eaae~ents will be reviaed; suggested that <br />approval be subject to the ease~ents which are being prepared by <br />Attorney Lynden; noted that Attorney will record the eaaementa <br />after they have been executed. <br /> <br />Council concur~ed to defer action until the February 23rd Council <br />Meeting. <br />
