<br />i L <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, January 26, 1981 - 7;30 p.m, <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and 'notice thereof, Mayor Crichton called the <br />meeting to order at 7:30 p.m. <br /> <br />Roll Call <br />Present - <br /> <br />Mayor Charlie Crichton, Councilmen Robert Woodburn, <br />Janet Hollenhorst, Maurice Johnson, Diane McAllister <br /> <br />. <br /> <br />Absent - <br /> <br />None <br /> <br />Also Present - Village Attorney James Lynden, Engineer Donald <br />Christoffersen,treasurer Donald Lamb, Clerk Admin- <br />istrator Charlotte McNiesh, Deputy Clerk Dorothy <br />Zehm. <br /> <br />Approval of Minutes <br />Johnson moved, seconded by Hollenhorst, that the Minutes of the <br />Regular Council Meeting of January 12, 1981 be approved as amended. <br />Motion carried unanimously. . <br /> <br />McAllister moved, seconded by Hollenhorst, that the Minutes of the <br />Special Council Meeting of January 13, 1981 be approved as submitted. <br />Motion carried unanimoualy. <br /> <br />Business From.the Floor <br />None <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Parking Agreement - Trinity Lutheran Church <br />Council was referred to draft of Parking License with Trinity <br />Lutheran of Lake Johanna. <br /> <br />Lynden explained that it is his understanding that, Exhibit A <br />(the approximate location and layout of the portion of the parkins <br />lot to be licensed), and the legal description of the parkins lot <br />are to be provided by Parks Director Buckley. <br /> <br />In discussion, concern was expressed re #2. (p.2) applicability of <br />the park ordinance to the portion of the parking area utilized for <br />park purposes; may not be appropriate or desired by the church <br />which may want to utilize the entire parking area for its OWn func- <br />. tions at times.. Also queried was 14, Licensee's "Obligation" and <br />jight to Manage, ~aintain, Operate etc. It was felt that this .ay <br />be beyond what the Council intends, <br /> <br />. <br /> <br />After discussion, Council concurred that the Agreement be referred, <br />by Parka liaison McAllister, to the Parks and Recreation Committee <br />and Parks Director for their in-put, and to relay their comments <br />to Attorney Lynden pr~or to further Council consideration. <br /> <br />Case No. 80-44, Special Use Permit for Land Reclamation on Milton <br />Property <br />Council was referred to draft of Special Uae Permit - Case No.80-44. <br /> <br />Woodburn moved, seconded by Johnson, thst Council approve Special <br />Use Permit .Case No. 80-44, as amended. Motion carried unanimoualy. <br /> <br />Bethel College - Nature Trails License Agreement <br />Council was referred to revised draft of Bethel Collese License <br />Agreemant. <br /> <br />Woodburn moved, seconded by Hollenhorst, that Council approve the <br />Bethel College Licenae Agreement, Motion carried unanimously. <br />
