Crepeau, Jr., Councilmen Charlie <br />Crichton, Ward Hanson, Robert Woodburn <br /> <br />Absent <br /> <br />- Councilman James Wingert <br /> <br />Also Present - Attorney James Lynden, Engineer Donald Christoffersen, <br />Treasurer Donald Lamb, Clerk Administrator Charlotte <br />McNiesh, Deputy Clerk Dorothy Zehm <br /> <br />Approval of Minutes of June 9th Council Meeting <br />Hanson moved, seconded by Crichton, that the minutes of <br />Council Meeting of June 9, 1980 be approved as amended. <br />carried unanimously. <br /> <br />the Regular <br />Motion <br /> <br />Business from the Floor <br />None <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Cable TV - Proposed Joint Powers Agreement and Resolution No. 80-34, <br />Authorizing Participation in the North Suburban Cable Commission <br />and Apnointing Director and Alternate <br />Lynden reported no opposition to the proposed Joint Powers Asreement <br />or Resolution; has a few minor suggested changes. <br /> <br />Thomas Creighton (LeFevere, Lefler, Pearson, O'Brien and Drawz) <br />responded to concerns of the Arden Hills Advisory Committee. (Minutes <br />of Cable Communications Citizens' Advisory Committee of 6/24/80) as <br />followc;: . <br /> <br />1. Azrees that an Alternate as well as a Director be <br />appointed, either of whom authorized to vote. <br /> <br />2.- 30 votes (based on 1/5000 population or fraction) - <br />Arden Hills entitled to two votes, noted this is the <br />same basis used by the Suburban Rate Authority. <br /> <br />3. Explained that two votes does not make Arden Hills <br />an unequal pa~tner; will recommend that 2/3 votes <br />be required to pass; Arden Hills is strategically <br />located, which makes it undesirable to the CST if <br />Arden Hills should not like the next year's bud- <br />get and pullout of the CST; feels the 2/3 majority <br />to pass gives the SMaller cities a better advantage. <br /> <br />4. Explained that the power of the Executive Committee <br />is only that wh~ch the Commission delegates; noted <br />that a "good voice" is more important than the <br />ilnumber of votes'f. <br /> <br />Hanson asked if lines would be overhead or underground. Creighton <br />explained that this is a policy deCision of each community. <br /> <br />Creighton, in discussion, noted that five cities are needed to organ- <br />ize; ectpects Commission to go ahead with the "kickoff" on July 15th; <br />is hopeful that all the communities can move along together. <br /> <br />Council deferred action to the July 14th meeting. Creighton was <br />advised that he would be contacted by Wingert in the interim. <br />
