<br />--r ~. <br /> <br />MINUl'ES OF '!HE ARDEN HILIS COUNCIL ~ION MEEI'ING <br />MONDAY, JUNE 17, 1991, 4:30 P.M. - CITY HALL <br /> <br />. <br /> <br />CALL 'IO ORDER <br /> <br />Pursuant to due call and notice thereof, Mayor Sather <br />called the meeting to order at 4:30 p.m. <br /> <br />ROLL CALL 'Ihe roll being called the follCMing members were present: <br />Mayor 'Ihamas Sather, eouncilmernbers Nancy Hansen, Paul <br />Malone, JaAnn Growe and 'Ihamas MahcMald. Also present: Clerk Administrator Gary <br />Berger and Deputy Clerk Catherine Iago. <br /> <br />AOOPr <br />AGENDA <br /> <br />eouncil1nember Malone requested a discussion of the new <br />city lDgo be placed on the Worksession Agerx:la. <br /> <br />Malone moved, se=nded by Growe, to adopt the JW1e 17 <br />Worksession Agenda, as amended to include discussion of the new City Logo. Motion <br />carried unanimously. (5-0) <br /> <br />NEW CITY <br />LOGO <br /> <br />eouncil1nember Malone ni<:rUSsed and displayed samples of <br />paper to be utilized in conjunction with the new City <br />Logo. <br /> <br />Council concurred to use recycled paper for the City stationery. eouncil also <br />determined that the new City Logo should be ready for presentation at the first <br />Regular Council Meeting in July and a press release should be prepared for <br />distribution to the local newspaper. <br /> <br />. <br /> <br />DISCUSSION ; <br />CITY HALL <br />FACILITIES <br /> <br />eouncil was referred to a mem::>randwn fram the Clerk <br />Administrator dated 6-14-91, relative to drafting an RFP <br />for selection of an architect to prepare a plarming study <br />for construction of new City facilities. <br /> <br />'Ihe Administrator discussed the benefits of hiring a construction manager to work <br />for the City and hire the subcontractors on the project. He indicated several <br />cities have utilized a construction manager to oversee the construction <br />activities and report this individual has proven to be extremely beneficial in <br />assisting staff on daily decisions regarding the b..1ilding construction. <br /> <br />Council1nember Hansen reported on discussions she has had recently with <br />architects. She suggested if the project costs are under one million dollars, a <br />construction manager may not be nec€SEary. <br /> <br />Mayor Sather advised he preferred to view architectural drawings of the facility, <br />as proposed by the city Hall study Canunitteei suggested this may be helpful to <br />eouncil when determining a site. He questioned if there are sufficient IIDnies <br />available to include drawings in the RFP. <br /> <br />Ralph Oliver, architect and resident, was present and advised his firm was <br />involved in the rerocx:leling of the existing city Hall facility. He suggested <br />eouncil hire an architect on an hourly basis and stipulate a max:irmnn dollar <br />figure; further expeniitures would be authorized upon negotiation with Council. <br />He explained the RFP may be worded to request a "site Evaluation study", a Space <br />Program, and architectural renderings. Oliver offered to forward infonnation to <br />staff to assist in preparation of the RFP. <br /> <br />. '!here was discussion regarding whether or not the City Hall and Public Works <br />facilities should be on the same site. Council and staff members favored both <br />facilities at the same location. <br />
