<br />- <br /> <br />. <br /> <br />, <br /> <br />MINUTES <br />CITY OF ARDEN HILLS, MINNESOTA <br />WORKSESSION CITY COUNCIL MEETING <br />AUGUST 24, 1993 <br />4:30 p.m. . CITY HALL <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br />Pursuant to due call and notice thereof, Acting Mayor Hicks called to order the <br />Worksession City Council meeting at 4:37 p.m. Present: Acting Mayor Hicks, <br />Councilmembers Paul Malone, Beverly Aplikowski and Dennis Probst. Absent Mayor <br />Sather. Also present were: City Administrator Dorothy Person, Public Works <br />Superintendent Dan Winkel, Community Planning Coordinator Brian Fritsinger, City <br />Accountant Terry Post, City Engineer Terry Maurer, and Recording Secretary Renee' <br />Kaulfuss, <br /> <br />AGENDA ADOPTION <br />MOTION: Malone moved, seconded by Probst, to adopt the August 24, 1993 <br />worksession agenda. Motion carried unanimously (4-0). <br /> <br />1994 Budeet Issues <br /> <br />City Accountant Terry Post referred to his memo of August 18 addressing the issue of <br />the reduced valuation of commercial and industrial real property in Arden Hills and the <br />impact this will have on the 1994 budget. Mr. Post provided a chart showing the <br />percentage of non-petitioned parcels (55%) vs the percentage of petitioned parcels <br />(45%). Mr. Post also provided a handout outlining the pending commercial valuation <br />petitions which includes the pending pay 1993 petitions/1994 EMV not yet adjusted and <br />the pending pay 1993 petitions/1994 EMV already adjusted. <br /> <br />In referring to his memo of August 18, page 3, Mr. Post outlined the three objectives as <br />well as the impacts with each of these objectives. <br /> <br />Councilmember Probst commented he would like to see these issues brought to the <br />attention of the public in a fairly aggressive manner. <br /> <br />Ms, Person requested direction from Council on how to proceed with the budget <br />process. Hicks suggested staff use budget scenario 3 (c) as a guideline in budget <br />worksessions. This scenario increases 1994 expenditures by 2.99% with a possible impact <br />of property taxes taking at least a 10.3% increase. All Councilmembers concurred (4-0). <br />A Budget worksession of Monday, August 30 at 4:30 pm was agreed upon. <br /> <br />Parkine sien plan review - Hieh school area locations and sien clarification <br /> <br />Dan Winkel referred to his memo of August 19 and the map provided diagramming the <br />areas which currently have 2 hour parking signs. This map is in response to earlier <br />Council request for a plan of adding additional signs in the area. These signs would be <br />added when brought to the attention of the City. <br /> <br />Councilmember Aplikowski suggested that staff address the issue to the School District. <br />Two possibilities brought up were to correct the problem could be for the School District <br />to fence the west and south property line, and asking the school to address the parking <br />permit regulations.
