<br />"" \ <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Minutes of Special Council Meeting <br />Village of Arden Hills <br />Monday, May 19, 1986 . 6:30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to <br />order at 6:40 p.m. <br /> <br />Roll Call <br />Present: <br /> <br />Mayor Robert Woodburn, Councilmembers Dale Hicks, Nancy <br />Hansen, Gary Peck, Thomas Sather <br />None <br />Clerk Administrator Charlotte McNiesh <br /> <br />Absent: <br />Also Present: <br /> <br />Karth Lake Level <br />Mike Johnson, 1152 Amble Drive, representing Karth Lake Homeowner's <br />Association, presented a petition with 37 signatures requesting that the City <br />immediately pump Karth Lake down to a level of 934 (plus or minus) feet MSL. <br />The Homeowner's Association has offered to participate in the cost for <br />materials for the pumping and presented a $3000 Cashier's Check for their <br />share. Homeowners realize this is a short term solution to the problem and <br />would like to participate in a long term solution. <br /> <br />Councilmember Hansen queried whether "off-lake" residents of the area had been <br />contacted, noting that the temporary discharge pipe would impact this area. <br />Perry Lippert said he had contacted residents in this area and they "can live <br />with it". <br /> <br />Councilmember Peck said he would want a hold harmless clause so City would be <br />released from possible damages. <br /> <br />The Council reviewed the Raddatz memo of 5/19/86 detailing estimated cost to <br />pump lake for 17 days, cost of materials was estimated at $6,803.64 which <br />included $2,520 for discharge piping. Since this piping could be used as <br />permanent discharge pipe and included in costs of a long term solution, this <br />was deleted. Also deleted from cost estimates was the generator rental. <br /> <br />Mayor Woodburn <br />about 934 feet <br />about $3,605. <br /> <br />said that 12 days pumping may be enough to lower the level to <br />and therefore estimated that materials costs would be reduced to <br />He felt our liability insurance would cover this City operation. <br /> <br />Mike Johnson said that only two of the 36 lakeshore owners did not contribute, <br />and if more than $3,000 is needed from residents, he'd have to go back to the <br />Association. <br /> <br />It was noted that some storm sewers drain into Karth Lake; Mike Johnson said he <br />thinks more water is draining to Karth Lake since Lexington Avenue was <br />improved. Although the high water is not endangering any homes, oak trees are <br />under water and John Stump said the water is within two feet of his retaining <br />wall. <br /> <br />Councilmember Hansen said that if the lake is pumped for 12 days, this takes <br />manpower from other projects, and benefits relatively few property owners; <br />starting immediately means substantial overtime over the Memorial Day weekend. <br />All lakeshore property owners have to cope with high lake levels and subsequent <br />erosion. <br /> <br />Mayor Woodburn said that the last five years were the second wettest in history <br />and the last three years were the wettest; may "need water" in future years if <br />there is a long, dry spell. <br /> <br />Hansen moved, seconded by Peck, that the City enter into a cost sharing <br />agreement to pump Karth Lake down to 934.1 feet, cost to residents being <br />$3.000, project to start as soon as possible. Motion carried unanimously. <br />(5-0). Peck said he would not support this type of short term solution again, <br />feels property liability and long term solution should be addressed. <br />
