Council recommends replacing the proposed sidewalk with a 10 foot wide bituminous
trail on the north side ofthe highway at Ramsey County's expense. The north trail would
have one rest area by a yet to be determined entrance to the Twin Cities Army
Ammunition Plant (TCAAP). The trail should connect to Arden Hills trails where
appropriate, would have marked crosswalks at all signalized intersections, and would
meet the accessibility requirements of the American's with Disabilities Act (ADA).
