<br />. <br /> <br />- <br /> <br />. <br /> <br />. <br /> <br />CITY OF ARDEN HILLS <br />RAMSEY COUNTY <br /> <br />RESOLUTION NO. 95-24 <br /> <br />RESOLUTION TRANSFERRING JURISDICTION OVER STOWE AVENUE <br />TO THE CITY OF ARDEN HILLS <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />The 1991 Minnesota Legislature established a Ramsey County Local <br />Government Services Study Conunission to "report on the advantages and <br />disadvantages of sharing, cooperating, reconstructuring, or <br />consolidating..." activities in areas of public service including public <br />works; and <br /> <br />The consolidation plan provides for reclassification of roadways and <br />corresponding changes in jurisdiction including the transfer of local and <br />State Aid roadways between the County and municipalities; and <br /> <br />Stowe Avenue (County Road 163) from New Brighton Road to Lake <br />Johanna Boulevard located in the City of Arden Hills, is presently under <br />the jurisdiction of Ramsey County as a County Road; and <br /> <br />This roadway segment has been determined to serve a local function only; <br />and <br /> <br />Revocation of "County Road" status may be accomplished by resolution <br />of the Ramsey County Board of Conunissioners pursuant to Minnesota <br />Laws 163.11; and <br /> <br />The City of Arden Hills has concurred that jurisdiction should be changed <br />from Ramsey County to the City of Arden Hills; and <br /> <br />The consolidation plan stipulates that Ramsey County shall improve the <br />roadways to acceptable levels prior to transferring jurisdiction over <br />roadway segments from Ramsey County to municipalities, and the <br />Ramsey County Capital rmprovement Program provides funding for these <br />improvements; and <br /> <br />The City of Arden Hills desires to reconstruct this segment of Stowe <br />A venue for an estimated cost of $240,000 and fund the reconstruction <br />project with Municipal State Aid Street sources, and an estimated <br />$100,000 from the Ramsey County Roadway Consolidation Fund; <br />
