J. Crepeau, Jr., Councilmen S. Olmen~ J. Hollenhorst, <br />E. G. Henderson and R. Herrick. <br /> <br />Absent - None. <br /> <br />-. <br /> <br />Also Present - Clerk Administrator L. Stromquist, Attorney V. Courtney, <br />Engineers D. Lund and D. thrlstoffersen, Maintenance Super- <br />visor E. Beecher and Assistant Clerk O. Zehm. <br /> <br />Approval of Minutes <br />The Minutes of the Regular Council ~leeting of April 12, '1971, were <br />approved as presented. <br /> <br />BUSINESS FROM THE FLOOR <br /> <br />Mr. Norman K. Bakken, 3203 Shorewood Driv~ advised the Council that <br />he has granted permission to several young boys to fish from his <br />property In the channel between Little Lake Johanna and Lake Johanna, <br />but the traffic is wearing the soc, and his property is rapidly failing <br />away Into the water. <br /> <br />Mr. Bakken suggested, as a partial solution to giving the boys access <br />to the fish and to preserving his property, that the center section of <br />the bridge, on both sides, be lowered, and that the boys be allowed to <br />fish from the bridge. <br /> <br />After discussion, L. Stromquist was requested by the Council to deter- <br />mine who controls the bridge and to Inquire about the possibility of <br />lowering the center section. <br /> <br />Mr. Joseph Kahnke, 1541 Edqewater Aven!!.!., advised the Council that ' <br />Lake Johanna Is rapidly becoming plugged with vegetation as the result <br />of the constant dumping, by Village residents, of leaves and grass <br />cl ippings in the swamp areas, which drain Into the lake. <br /> <br />Mr. Kahnke suggested that the Village purchase some land away from <br />water for residents to compost leaves and grass. <br /> <br />After discussion, the Council authorized additional "No Dumping" signs <br />to be posted on the swamp area at Edgewater Avenue, concentrated pollee <br />patrol of the area and the issuance of citations to violators. <br /> <br />REPORT OF VILLAGE ATTORNEY VINCENT P. COURTNEY <br /> <br />-- <br /> <br />Red Fox Road AcceQtance as a VI Ilaqe Road <br />Attorney Courtney reviewed his letter to the CouncIl, dated April 26, <br />1971, re the acceptance of Red Fox Road as a VI I lage road; advising the <br />Counci I that he sent a copy of the letter to Attorney Popovich. <br /> <br />Based on Engineer D. Lund's statement that the road is acceptable and <br />usable as a Vii lage road, and obtaining verification that the County has <br />paid Its portion of the cost of construction, Attorney Courtney advised <br />the Counci I that, in his opinion, acceptance of Red Fox Road presents <br />no problems for the Village. <br /> <br />After discussion, the Council accepted and designated Red Fox Road as <br />a Village road, from Lexington Avenue to Highway 51; subject to verifica- <br />tion from Ramsey County that It has paid its share of the road In accor- <br />dance with the 8-69 agreement. <br /> <br />(L.
