Roll Call; Present - f�shbach, Crepeau, Kennedy, Jones, Stromo,uist. Absent - Pdone. Tn.o minutes of the Pdarch 28, 1960 meeting were read and approved. Dr. PR. 8. Sekhon, 1575 Edgewater Avenue came before tne Council and complained that the sewer charge nade io nim by tne Village was un- fair� and 'ne would not pay it. He said he was unable tc obtain a. plumber to do the inside plumbing because of tne road condition in his area, and should not be charged vahen ne is not actua115 using the sewer, Mayor Ashbach explained that the Village has adopted tne policy that 30 days after the sewer• line has been brou�ht to tne house, the sewer is considered to be connected, and billing begins. T'r.is policy N�as instip�ated to eliminate anneccessary costly inspeci�ions to determine when Uhe sawer is actua115 in use. It vrili possibly cause scme hardsnips, as in the case of Dr. Seknon, but in other cases� the 30 day margin will give free se�ver use for that period of time. Pdayor Ashbach susgested that a notice be publlshed in the newspaper that road work ��ill begin soon in t'ne A,rden Hills �3 area, and that setivers should be connected as soon as possible. He also stated that the Villa�e vrill not be lenisnt with homeo�vners whose drainfields are overflowing in areas tivhere sewer is available. The clerk was directed zo publish the notice. 1�Ir, S. S. Krannack, 1^c01 Ni. Larpenteur �venue, Y,oseville, presented a letter to the Council from the Hi�'nway Department re; his proposed plat and its relationsnip to the new proposed hiphway. The Gouncil advised tnat P,4r. Krannack submit a street grade of the area and an architect�s sketcki of tY�e proposed layout includin� t5*pes of build- ings and spar,ing, f�Tr. hr•annack snould slso investigate the avail- ability of sewer and �dater from iJew Brignton. Jones questioned when the proper tiMe would be to request the developers of new building site� to complete the roads. �e stated tnat the Tiller Lane and Carlton Drive areas had bean very bad, as well as Shorewood Hills #6, He su�gested that the developer complete the road, as per Village_specifications, at the tirne the area is de��eloped, to elirainate the costly maintenance of unfinisned roads. N[r. ,7ones r•eported that he had met with the :iighv✓ey Dept. re; the speed situation on Snelling Avenue between County Road E and the point where Snel].ing divides into a f'our-lane nivided higntivay, but to date has not been given a definite decision; however, since�the accid.ent which occured at tne intersection of Snelling and County Road E during the past week, the Hi�;hway Department has promised to send out some experts to look over the situation. The intersection of Hignway- 10 and 51 was discussed and several possible changes wer�suggested by Police Chief, Victor ti'�eber and members of the Cour,cil.
