<br />.rA <br /> <br /> <br />MEMORANDUM <br /> <br />Item I.C <br /> <br />DATE: <br /> <br />June 11, 2009 <br /> <br />TO: <br /> <br />Mayor and City Council <br />Ron Moorse, City Administrator <br /> <br />FROM: <br /> <br />Kristine Giga, Civil Engineer <br /> <br />SUBJECT: <br /> <br />5- Year Pavement Management Program <br /> <br />BACKGROUND <br /> <br />Pavement Mana2ement Philosophy <br /> <br />The City of Arden Hills has the fiduciary and physical authority and responsibility for upkeep of <br />approximately 30 miles of city streets within its boundaries. This includes seasonal maintenance <br />activities such as snow removal, crack sealing, street patching, sweeping, as well as structural <br />maintenance of the pavement. The City of Arden Hills has made a commitment to its residents <br />to provide a systematic program of street rehabilitation and repair in order to assure that the City <br />streets are serviceable, safe, functional, and provided at a reasonable cost to meet the needs of <br />our residents and the traveling public. The City of Arden Hills Pavement Management Program <br />strives to expend tax payer funds in a cost effective manner in order to ensure the most value for <br />residents. <br /> <br />DISCUSSION <br /> <br />Capital Improvement Plan (CIP) <br /> <br />In creating a recommended five year Pavement Management Program (PMP), staff reviewed the <br />streets throughout the City. Pavement conditions were evaluated to identify potential projects. <br />Staff also reviewed performance history of the utilities in each of the identified areas to help <br />determine type of maintenance applicable, as well as project timing. <br /> <br />The attached map identifies PMP projects proposed for the next five years. "Plan-It" summary <br />sheets for each project have also been included, identifying project need, estimated costs and <br />proposed funding. Staff has programmed these projects based on pavement condition, need for <br />additional utility improvements and proposed funding sources.
