<br />CITY OF CENTERVILLE <br />CITY COUNCIL WORK SESSION MEETING <br />August 26, 2015 <br />6:30 p.m. <br /> <br />Pursuant to due call and notice thereof, the City of Centerville held a work session meeting of <br />August 26, 2015 at City Hall, 1880 Main Street. <br /> <br />PRESENT: <br /> Mayor Tom Wilharber <br />Council Member Ben Fehrenbacher <br /> Council Member Steve King <br /> Council Member Jeff Paar <br /> Council Member D. CALL TO ORDER <br /> <br />Mayor Wilharber called the meeting to order at 7:06 p.m. <br /> <br />II. DISCUSSION ITEMS <br /> <br />1. 2016 Budget <br /> <br />Finance Director Paulseth discussed with Council the proposed 2016 city budget originally <br />presented at the August 12 City Council meeting. <br /> <br />Council discussed funding issues with the budget, debt services, street improvement program <br />funding and franchise fees. Council requested that the budget be presented at the next meeting <br />with $200,000 included in the Road Fund (not including State Aid funding). This represents a <br />7% increase in the budget. The previously proposed budget allocated $160,000 in the Road <br />Fund. Council directed Staff to move forward with developing a plan for implementation of gas <br />and electric franchise fees with a suggested fee of $4/service/household ($8 total). Estimated <br />revenue generation would be $125,000 to $150,000 and the funds would be dedicated to the <br />maintenance of roadways. Several members of Council stated that many other municipalities are <br />utilizing similar fees and acknowledged that it could be perceived as a tax; however, the fees will <br />not be considered when prospective residents or commercial/industrial businesses compare tax <br />rates. Several members of Council stated that they would rather be straightforward with <br />residents and businesses regarding revenue needs and preferred that taxes can be tax deductible <br />while franchise fees cannot. <br /> <br />2.
