<br />City of <br /> <br />.'~ <br /> <br />City Council Minutes <br />City Council Meeting <br />Roseville Skating Center <br />Monday, July 12, 2004 <br />Special City Council Meeting <br /> <br />1. <br /> <br />Consider How to Conduct a Performance Review of City <br />Manager Neal Beets <br />Mayor Klausing called to order a Special Meeting of the City <br />Council at 5 :09 p.m. for the purpose of discussing the procedure <br />for a performance review of City Manager Beets. <br /> <br />All Councilmembers were present at the meeting; and City <br />Attorney Scott Anderson arrived at 5: 14 p.m. <br /> <br />For the benefit of the audience at home and attending the <br />meeting, Mayor Klausing reviewed the background of the <br />Statutory Plan B form of government with the City Manager <br />reporting directly to the City Council, along with hiring and <br />periodic performance evaluations. <br /> <br />Mayor Klausing noted that Councilmember Schroeder had <br />provided sample performance evaluation forms currently used <br />in the City of Little Canada, and requested that Councilmember <br />Schroeder further elaborate on the forms and his <br />recommendations for the City Manager evaluation process. <br /> <br />Councilmember Schroeder provided three forms, including one <br />using ranking by individual Councilmembers; one evaluation <br />form to be used by Department Heads; and another to be used <br />by management [to review all] employees [that work for them.] <br /> <br />Councilmember Schroeder suggested that the sample forms be <br />used to initiate discussion among Councilmembers as to their <br />preferences; noting that such performance evaluations serve as a <br />team building concept and should be goal-oriented. <br /> <br />Consider How <br />to Conduct a <br />Performance <br />Review of City <br />Manager Neal <br />Beets <br />
