Residennal Solid Waste and Recycling <br />Citizens Advisory Committee Recommendations <br />Clean Up Day <br />Meet the City's environmental goals by offering a Citywide clean up day run by a company or <br />companies in which residents will be charged fo�r disposal and Roseville subsidizes 1/3 of the <br />disposal cost at an annual expense af approxim�ately $11,000. <br />Expand and enhance education campaigns to alert residents to the need to properly disposc of <br />difficult items. <br />Add a requirement to hauler licensing that haulers annually give custorzzers, and file with the City, <br />a clear delinearion of rates and services. <br />Urge Ramsey County to investigate participa�ing in the Free Market website. <br />Bulky Items <br />Include in a Citywide clean up day an area for residents to drop of£bulky items. <br />Expand and enhance education campaigns to educate residents about private means of disposal <br />for bulky items. <br />Encourage the Minnesota Office oi Environmental Assistance to protz�ote carpet recycling pro- <br />grams and support the MOEA's efforts at product stewardship. <br />Electronics <br />Include in a Citywide clean up day and area for electronics drop off. Require the vendor guaran- <br />tee the electronics material it receives remains in the U.S. for processing andlor disposal. <br />Expand and enhance information to residents about private companies that will pick up electronic <br />items for proper disposal or accept drop offs at their facilities. <br />Encourage the Minnesota Office of Environmental Assistance to promote electronics recycling <br />programs and support the MOEA's efforts at product stewardship. <br />Garbage <br />Committee members unanimously recommend a garbage system that meets the City's environ- <br />mental goals and the members' top priority of environmentally preferred management of waste. <br />That system should also follow the State hierarchy that prefers waste reduction, reuse and recy- <br />cling; yard and food waste composting; and resource recovery with landflling as the least pre- <br />fened means of management. Of the methods studied by the Committee, an orgaa�ized collection <br />system run by private haulers appears to give the City the best, and perhaps only, xneans to meet <br />the City's and State's environmenta.l goals and balance cirizen interests and concezz�s. <br />�1 <br />
