<br />City of <br /> <br />~~ <br /> <br />Special Session of the City Council <br />Minutes <br />Roseville City Hall Council Chambers <br />2660 Civic Center Drive <br />Saturday, February 10,2007 <br /> <br />Call Roll <br />Mayor Klausing reconvened and called to order a Special Session of the Roseville <br />City Council at approximately 1 :30 p.n1. for the purpose of continuing discussion <br />on Council norms. <br /> <br />(Voting and Seating Order for February: Councilmembers Kough; Ihlan; Roe; Pust <br />and Mayor Klausing.) <br /> <br />Councilmember Kough had advised City Manager Malinen that he would be arriv- <br />ing late and arrived at approximately 1 :50 p.m. <br /> <br />Discuss Council Norms <br />Mayor Klausing opened the meeting for continuing discussion. <br /> <br />City Manager Bill Malinen provided, as a bench handout, a summary memo dated <br />February 9, 2007 and "Council Rules and Procedures," listing five consensus <br />items. Those items, and the five rules prepared for Council consideration and to <br />initiate today's discussion, were: <br />Rule 1) Timing of Council Packet Formation and Delivery <br />Rule 2) Issue and Meeting Curfew <br />Rule 3) City Council-Requested Items and Location on Agendas <br />Rule 4) Electronic and/or Paper Agenda Packets <br />Rule 5) City Council Task Force or Subcommittee Formation <br /> <br />Councilmember Ihlan opined her preference to wait for the arrival of Council- <br />member Kough prior to substantial discussion. Councilmember Ihlan spoke in <br />support of the "Roseville City Council Rules of Procedure," dated Monday, August <br />8, 2005, but not adopted at this time; opining that they addressed many issues and <br />provided a good working model and recon1mended adoption of those rules includ- <br />ing additional language based on the City Manager's memorandum dated February <br />9, 2007. <br /> <br />Councilmembers proceeded to review each suggested rule and proposed language. <br />
