<br />EXTRACT OF MINUTES OF A MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF ROSEVILLE, <br />RAMSEY COUNTY, STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, State of Minnesota, was duly held in the City Hall at <br />2660 Civic Center Drive, Roseville, Minnesota, on December 13, 1999. <br /> <br />The following members were present: Goedeke, Maschka, Wiski, Mastel, Wall <br />and the following members were absent: None <br /> <br />Member Mastel introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9715 <br />A RESOLUTION APPROVING THE SELECTION OF DPRA ENVIRONMENTAL AS <br />ENVIRONMENTAL CONSULTANT FOR IMPLEMENTATION OF THE US <br />ENVIRONMENTAL PROTECTION AGENCY BROWNFIELD ASSESSMENT <br />DEOMONSTRATION PILOT WORKPLAN <br /> <br />WHEREAS, the City of Roseville, entered into a cooperative agreement with the <br />U.S. Environmental Protection Agency for implementation of a work plan under the <br />Brownfield Assessment Demonstration Pilot in October 1999; and <br /> <br />WHEREAS, the U.S. Environmental Protection Agency Brownfield Assessment <br />Demonstration Pilot grants the City of Roseville $200,000 over a 2-year period to <br />complete environmental assessment, site characterization, cleanup planning, design <br />and community outreach activities prior to construction and further redevelopment of <br />the Twin Lakes Parkway and Twin Lakes Business Park; and <br /> <br />WHEREAS, a request for proposal was advertised in the Roseville Review and <br />Minnesota State Registrar and over 50 packets were mailed to environmental <br />consulting firms; and <br /> <br />WHEREAS, 22 proposals were received and evaluated and seven interviews were <br />conducted to determine the most qualified environmental consulting firm to develop <br />an EPA-approved Quality Assurance Project Plan (QAPP), conduct Phase I and Phase II <br />Environmental Site Assessments of the right-of-way for the Twin Lakes Parkway and <br />develop a response action plan (RAP) for contaminated sites identified in conjunction <br />with the Minnesota VIC (Voluntary Investigation and Cleanup) program requirements; <br />and <br /> <br />NOW THEREFORE BE IT RESOLVED, that the City Council, acting on <br />behalf of the City of Roseville, hereby approves selection of DPRA Environmental as <br />Environmental Consulting Firm under the Roseville's U.S. Environmental Protection <br />Agency Brownfield Demonstration Pilot. <br />
