EXTRACT OF MINUTES OF A MEETING OF THE <br /> CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City of Roseville, County of Ramsey, <br /> Minnesota,was duly called and held at the City Hall on Monday, the 28th day of October 2013, at 6:00 <br /> p.m. <br /> The following members were present: Willmus, Laliberte, Etten, McGehee and Roe; <br /> and the following were absent: none. <br /> Councilmember McGehee introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 11102 <br /> AUTHORIZING APPLICATION <br /> FOR THE TAX BASE REVITALIZATION ACCOUNT <br /> WHEREAS the City of Roseville is a participant in the Livable Communities Act's Housing Incentives <br /> Program for 2013 as determined by the Metropolitan Council, and is therefore eligible to make <br /> application for funds under the Tax Base Revitalization Account; and <br /> WHEREAS the City has identified a clean-up project within the City that meets the Tax Base <br /> Revitalization account's purposes and criteria and are consistent with and promote the purposes of the <br /> Metropolitan Livable Communities Act and the policies of the Metropolitan Council's adopted <br /> metropolitan development guide; and <br /> WHEREAS the City has the institutional, managerial and financial capability to ensure adequate project <br /> administration; and <br /> WHEREAS the City certifies that it will comply with all applicable laws and regulations as stated in the <br /> contract agreements; and <br /> WHEREAS the City finds that the required contamination cleanup would not occur through private or <br /> other public investment within the reasonably foreseeable future with Tax Base Revitalization Account <br /> Grant funding; and <br /> WHEREAS, the City represents that it has undertaken reasonable and good faith efforts to procure <br /> funding for the activities for which Livable Communities Act Tax Base Revitalization Account funding <br /> is sought but was not able to find or secure from other sources funding that is necessary for cleanup <br /> completion and states that that this representation is based on the following reasons and supporting <br /> facts: <br /> • There is no requirement for clean-up given its current use as a trucking facility. <br /> • A characterization of the environmental conditions is necessary for redevelopment to occur <br /> on the site and the lack of knowledge of the environmental conditions is a barrier to <br /> redevelopment. <br />
