Call to Order: <br />5 <br /> <br />6 <br />Chair Bakeman called the March 23, 2005 special meeting of the City of Roseville <br />7 <br />Variance Board to order at 5:00 p.m., in the Council Chambers of the City Hall. <br />8 <br /> <br />9 <br />2. Public Hearings: <br />16 <br /> <br />17 <br />a. Planning File 3629:Request by the City of Roseville and Ramsey County, <br /> <br />18 <br />Minnesota, for a Variance to section 1012.02 B and C (Required Yards and <br />19 <br />Open space; Fences) of the Roseville City Code to allow construction of a <br />20 <br />uniform eight (8) foot tall fence (replacing existing fences) along the north side <br />21 <br />of county Road C (generally from Pascal St. North to Sheldon St. North) in <br />22 <br />conjunction with a proposed widening of County Road C. <br /> <br />23 <br /> <br />24 <br />Chair Bakeman opened the hearing and requested staff to provide a verbal summary of the report <br />25 <br />dated March 23, 2005. <br />26 <br /> <br />27 <br />Assistant Public Works Director Deb Bloom indicated that the City of Roseville and Ramsey <br />28 <br />County have requested a 4 foot variance to the City code to allow construction of an 8 foot high <br />29 <br />fence at 2650 Pascal Street, 1446, 1438, 1432, 1426, 1420, 1412, 1404 and 1398 Talisman Curve, <br />30 <br />and 2655 Sheldon Street. This fence would be located along the new rear property line adjacent <br />31 <br />to County Road C. This variance request is made on the behalf of these property owners. The <br />32 <br />new property line is necessitated by the expansion of County Road C right-of-way. <br />33 <br />34 She explained the needs to widen County Road C, only possible to the north side (15 to <br />35 20 feet). There is a rail line in an industrial area on the south side. All lots are through <br />36 lots, each lot has two frontages. She explained the hardships of the site, wherein a four <br />37 foot fence is permitted, reducing privacy, increased noise with the new right-of-way. She <br />38 described the reduced back yard based on the road expansion. The property owners had <br />39 no initiative and did not make the hardship. The variance, if granted would not alter the <br />40 character of the neighborhood. A uniform eight (8) foot fence along the right-of-way, <br />41 with uniform landscaping and pathways could enhance the properties. <br />42 <br />43 <br />Ms Bloom reported that staff recommends approval of a 4 foot Variance to Section 1012.02 B2 <br />44 <br /> <br />and C1of the Roseville City Code to allow the construction of an 8 foot tall uniform cedar fence <br />45 <br />in the yard area adjacent to County Road C for 2650 Pascal Street, 1446, 1438, 1432, 1426, 1420, <br />46 <br />1412, 1404 and 1398 Talisman Curve, and 2655 Sheldon Street, subject to the following <br />47 <br />conditions. <br />48 <br /> <br />Page 1 of 2 <br /> <br />
