Public Hearings: <br />25 <br /> <br />26 <br />Planning File 3685: <br />a. Request by Love From Minnesota for a 4 foot <br />27 <br />VARIANCE to Section 1009.03M <br />of the Roseville City Code to allow the <br />28 <br />installation of a 12 foot tall ground sign in the front yard of property at 2465 <br />29 <br />Fairview Avenue. <br />30 <br /> <br />31 <br />Chair Bakeman opened the hearing and requested the City Planner Thomas Paschke to provide a <br />32 <br />verbal summary of the project report dated November 2, 2005. Mr. Paschke explained that Love <br />33 <br />from Minnesota is in the process of remodeling both the interior and exterior of their premises <br />34 <br />and desire to construct/install a decorative ground/monument sign that fits into the general theme. <br />35 <br />Specifically, Love from Minnesota would like to install a 12 foot tall ground sign that uses <br />36 <br />timbers to frame the advertising for them and Dunn Bros. Coffee that includes a boulder base. <br />37 <br /> <br />38 <br />City Code Section 1009.08E limits pylon and ground signs to a maximum size of 100 sq. ft. in a <br />39 <br />General Business District. City Code Section 1009.03M states: Ground signs shall be limited to <br />40 <br />a maximum of 8 feet (8’) in height. Ground signs may be set back from street rights of way a <br />41 <br />distance equal to one-half (1/2) of the setback for a pylon sign in the same zoning district. <br />42 <br />Therefore a sign of 8 feet in height and up to 100 s.f. in size could be set to within 15 feet of the <br />43 <br />right of way line without a variance. <br />44 <br /> <br />45 <br />The proposal by Love from Minnesota seeks to install/construct a ground sign that exceeds the <br />46 <br />current 8 foot maximum height limit of the City Code. The applicant proposes a height of 12 feet <br />47 <br />(with a 4 foot height variance) and to locate the sign at the required 15 foot setback from the <br />48 <br />property line adjacent to Fairview Avenue. This request is similar to those sign variances <br />49 <br />approved at the Rosedale Square (3), Target (2), and S & J Partnership.
