REQUEST FOR PLANNING COMMISSION ACTION
DATE: 09/03/03
ITEM NO: 7a

Item Description:

Agenda Section:
OTHER BUSINESS

Request by George Reiling, for a SKETCH PLAN REVIEW of a
residential development proposal for the property located on 5 acres
at the southeast corner of Lexington Avenue and Woodhill Drive
(PF 3519).

SUMMARY of REQUEST:

Department Approval:
TP/DPW

1.0

1.1 This is a sketch plan, the first step in a rezoning from a standard residential zone to a
Residential Planned Unit Development. After the sketch plan review with the Planning
Commission, the applicant will hold an open house meeting with the adjacent
neighborhood after the sketch plan review. The applicant will then refine his plans and
return to the Commission with a formal request, tentatively in October.

1.2 George Reiling, with architect Tom Dunwell, proposes a market rate apartment and
senior rental project that will consist of3 or 4, three and four-story buildings with 96 to
132 market rate housing units, including 60 senior units. Mixed-use small shop retail may
be included on the lower level of 2 buildings (24,000 s.f. total). Underground and at
grade parking will be provided at city prescribed rates or with "proof-of-parking"
agreements. The bike shop may (or may not) be involved in the new design.

1.3 It is conceivable that this project may be constructed in phases, with three buildings being
done in the first phase and the remainder in the second phase. Based on past project of
similar size and scope, this private sector project may be valued at $11 to $14 million.

1.4 For more than 1 0 years, the Comprehensive Plan has designated this site for HDR-High
Density Residential. The zoning of the parcel is R-l, Single Family Residence and B-1,
Limited Business and B-2 Retail Business. A change in the zoning is necessary to
Planned Unit Development (PUD), but an amendment to the Comprehensive Plan is not
required.

1.5 The development shows the Reiling parcel, a parcel owned by the City, and a parcel the
developer intends to acquire from a neighbor. On this total of 6 acres the developer
proposes a Planned Unit Development (PUD) and Subdivision. The Comprehensive
Plan's High Density Residential designation allows more than 18 units per acre. (The
proposal shows 26 units per acre.)

1.6 The site is within the Grass Lake Watershed and adjacent to a DNR protected portion of
Bennett Lake. Both agencies will be requested to review this project. Ramsey County
will also be requested to review this project.

1
