Bohl, Director, Knight-Ridder Program in Community Building
University of Miami
P.O. Box 249178
Coral Gables, FL 33146-5010

Dear DeanPlater-Zybeck and Director Bohl:

The City of Roseville continues to be very interested in hosting the Knight Program in Community
Building in the fall of2002. I would like to take this opportunity to provide more details regarding the
proposed project area.

The City of Roseville is referred to by many suburban communities as a leader in land use planning.
Many of the innovative planning techniques have been models for other metropolitan suburbs. One
example is the Twin Lakes Business Park redevelopment planning process. After a year of focus group
meetings and brainstorming sessions, the master plan for the 275-acre redevelopment area was approved
with over 600 new housing units, and $3 million square feet of multilevel office, high technology centers
and services retail uses all designed using new urbanism concepts. The master plan includes town
centers, linkages between uses and transit opportunities. The project has received national and local
attention with over $800,000 in grants from the US Environmental Protection Agency and $100,000 from
Metropolitan Council for planning. Roseville will be applying for $1.5 million in funds from
Metropolitan Council this summer for land acquisition to jump start development. In addition, there are
several developers currently in negotiations with land owners for redevelopment of the sites.

Another example includes the Rosedale regional mall's successful transit hub. The project is so
sllccessful that the Metropolitan Transit agency was awarded $8 million in federal funds to construct a
parking ramp on the site to assure transit hub'capacity.

Incorporating the Knight Program in Community Building ideas into these ongoing projects can only
enhance these efforts. If chosen, we are hopeful that the event will tie the two projects together with the
surrounding land uses. '"

We look forward to hearing from you on your decision regarding the 2002 Program.

Sincerely

CITY OFgOS ' VILLE
"",-'-:; ( a 1.
